Box 479 Yelm, WA 98597  February 4, 2008 Nancy Whaley KPFF Consulting Engineers 4200 6th Ave Suite 309 Lacey, WA 98503 RE: Tahoma Terra Fairway Multi Family – SPR-05-0750-YL Third Review of Civil – Site Construction Documents Mrs. Whaley: The City of Yelm has completed the third review of this project. Your application included: Revised construction Plans Revised Drainage and Erosion Control Report Engineers Response Letter We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Storm Drainage Report: This comment may be addressed on the plans that will be submitted for signature. In the previous review the City stated that a water quality treatment layer will be required. The LID manual also states that if the proposed location is within a Critical Area Aquifer it should be required. The City of Yelm is designated as a Critical Area Aquifer therefore a “separation and water quality treatment layer” will be required as part of the design. Please revise the text in this section to document the “critical area aquifer” and the requirement of the treatment layer. You have proposed that an 18” native soil or amended soils treatment layer will be adequate for treatment. These soils will need to be verified in the field and testing may be required. Please add a note to the plans about the need for verification in the field. Water Department Comments: The water department does not want to review these plans again. Please address these comments of the plans that will be submitted for signature. Please verify that the FDC (Sheet C6.1) is a minimum of 10 feet from any part of the sewer utility. On sheet 13, drawing C 6.1, the water notes state the use of a 6” X 2” Tee on a eight inch water main at Sta. 4+06.60 ( note 17) and a six inch  90 degree bend at Sta. 4+06.61 (note 18). The water meter at Sta. 4+12.33 needs to have a Double Check Valve Assembly behind the water meter. Sewer Department Comments: Please contact me for the requirements when resubmitting to the sewer department for review. 2” PVC “T”s located at Sta # 5+50.99 and 5+54.17 are shown as MJ type fittings. These need to be gasket type slip fittings. The STEP tanks proposed are shown as being concrete tanks. There are no 4500 gallon concrete tanks that have been approved for use in our system. These tanks will have to be fiberglass and must be installed according to mfg. recommendations complete with tie-downs since this area is a known high ground water area. Reference is made to “slip joints” . all fittings and pipe must be slip fittings with gaskets. No glued fittings. The “End of Line Detail is 7-20 not 7-22. The Pump Control Panels cannot be mounted on the wall of a ‘living space’. Garage walls are OK, otherwise remote posts are required. The tank sizing being proposed on this project is currently being discussed. It appears that the tank sizing may be smaller that what is required by code. I will forward any information that comes out of the meeting. Planning Department Comments: These comments have been addressed by Doug Bloom during a meeting with Tami Merriman. Mr. Bloom agreed to address them on the plans that will be submitted for signature. The plan still shows Oak trees along pathway to be removed.  No Oak trees are to be removed for the pathway. The pathway can meander around and through.  #8 also states to remove the small firs within the oak stand areas.  This is a requirement.  Pathway needs to be a solid surface, wood chips are not sufficient. Interpretive signage is required to explain the wetlands and their function and oak stands.  Please provide a detail of sign, and show placement.  (actual wording can be determined later, need to have an idea of the type of sign, and how it is displayed) Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
