Ass Saving denialOctober 14, 2002 Paul Lubbesmeyer Lubbesmeyer Construction 1151 E. 112th Street Tacoma, WA 98445 Re: Landscaping at Autumn Hill Dear Paul: I have discussed with the members of my department, your request to provide an assigned savings account in lieu off landscaping at the Autumn Hill subdivision project. It is the determination of the department to deny the request. In the past, the City has allowed for an assigned savings account for landscaping only under extenuating circumstances, such as if the final plat was proposed at a time when tree planting is not optimal, such as the middle of summer. The prime time to plant trees is in late fall, and early spring. Seeing that your subdivision is nearly complete, October and November are prime planting times for street trees. I would also note, that it is the responsibility of the property owner to maintain the landscaping in a healthy and growing manner. This responsibility stays with the homeowners association, when it is transferred to the individual property owners. The landscaping requirement was a condition of approval of the final plat. The time for appealing those decisions was 14 days after receipt of the notice of approval. You may approach City Council with your request at the time staff presents the final plat.
