Tumwater, WA 98512 RE: Del’s Farm Supply – SPR-05-0673 -YL Review No. 2 of Civil Construction Documents Mr. Steven D. Hatton, P.E. The City of Yelm has completed the second review of the civil plans for Del’s Farm Supply. Your application included: Letter addressing comments for first review Full Size Site Plans Full Size and 11x17 Landscape Plans Drainage and Erosion Control Report We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Water Comments: The developer is responsible for the cost of the fire hydrant locks and the City of Yelm Water Department will order and install them. The watermain on Bald Hills Rd should be Hot Taped instead of a cut in tee. Sewer Comments: Do the projected water consumption rates really necessitate a duplex system. We would prefer 1, OSI 20 GPM pump (Simplex). Please show the location of the nearest hose bib for servicing this tank. This must be within 50 feet of the step tank. Please show the current details that pertain to this project from the current Development Guidelines. The step tap proposed at Sta. 3+23.60 along with the service line connection to the main to have thrust blocks shown. Item # 50 from the previous review # 1 comments, I believe the location of the step line coming out of the step tank should not be coming out of the side of the step tank as shown on plans and should be located at the front of the step tank to meet City of Yelm requirements. This item should also be included in the step sewer items, not water items. Item # 58 from the previous review # 1 comments please check the City of Yelm Step Tank Details 7-9 and 7-11 for step tank installation. Item # 65 from the previous review # 1 comments The City of Yelm Standards or Details for sewer installation are located on the Step Sewer Details sheet on sheet 10 of 13. Item # 66 from the previous review # 1 comments, clean out detail # 7-20 has been added to sheet 11 of 13 not, sheet 13. Engineering Comments: Item number 24 from the previous review # 1comments list, the infiltration pond elevation is at 346 this only 2 feet higher than the high ground water. This does not meet the City of Yelm or the 1992 D.O.E. requirements. Item number 30 from the previous review # 1 comments list, the bottom of the wet pond elevation does not meet the required 6 feet of separation between the high ground water mark and bottom of wet pond. This does not meet the City of Yelm or the 1992 D.O.E. requirements. Item # 44 from the previous review # 1 comments, the pavement design should be submitted on the current set of civil plans being reviewed. Item # 45 from the previous review # 1 comments, the wet pond does not meet separation requirements. Item # 49 from the previous review # 1 comments, should this be included in the step sewer plans? Step sewer has an end of line clean out, water lines have blow-offs. Item # 66 from the previous review # 1 comments, clean out detail # 7-20 has been added to sheet 11 of 13 not, sheet 13. Item # 71 from the previous review # 1 comments, please add Backflow Devices Detail to the water detail sheet 12 of 13. In the Drainage Report II Section 1 – Project Description Storm Water BMP’s you describe the use of a Bio-Infiltration Swale. Has this been eliminated from the project? Note 7 of Sheet 4 of 13 Grading and Drainage Plan sheet, mentions the use of an oil / water separator. I do not see one implemented on the plans. Please add the Oil / Water separator to the plan sheet. Planning Comments: The final landscape plans show the Infiltration Pond within the 200 foot Shoreline Jurisdictional Area. No construction over $2500.00 shall occur within the Shoreline Jurisdictional Area without obtaining a Shoreline Permit.  Please include the City of Yelm Street tree planting detail on final Landscape plans. (Copy of Redline Plans enclosed) Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed or responded to.
