Dear Mr. Gibson:
Per your comment letter, the plans and drainage report for the above referenced project
have been revised. My responses to your comments are itemized below:
Drainage & Erosion Control Report:
1. The project description has been revised to reflect the two parcels.
2. The FEMA Map Panel information has been updated and a copy of the flood map
has been included in Appendix A.
3. The area calculations have been revised to match the updated drainage basins.
4. The pond has been revised from an infiltration pond to a detention pond and was
sized using WWHM. Infiltration designs cannot meet Section 14.08.120(G) of
the City of Yelm Code.
5. The bio-filtration Swale has been replaced with a wet pond.
6. Per meeting with city staff, the existing infiltration facilities located in Bald Hills
Road and in the parking lot adjacent to Yelm Avenue, are to remain.
Sheet 1 of 13:
20. The sump pump directed to Catch Basin #5 is an existing sump pump for a
loading dock. The pump only receives runoff from the ramp portion of the dock.
No covered areas are connected to the pump.
21. The flood elevation shown on the plan has been updated to match the latest
FEMA Flood Map.
22. A note has been added to the plans indicating that the shoreline limits will be
dedicated as open space.
23. The Site Plan Review conditions have been added to the sheet.
Sheet 4 of 13:
24. The infiltration pond cannot meet the requirements of Section 14.08.120 (G) of
the Yelm Code and has been replaced with a detention pond.
25. Contour labels have been added to the plan.
26. The bio-filtration Swale has been replaced with a wet pond.

35. The existing catch basin located north of the main building is located outside the
scope discussed with city staff. No revisions are planned for this area.
36. A thickened edge asphalt curb has been added to the pavement adjacent to the
pond.
37. The pond and pipes have been revised.
38. The curbing has been revised to planters.
Sheet 5 of 13:
39. Per meeting with staff, the existing drywell located in the right-of-way for Bald
Hills Road may remain. We have revised the frontage improvement drainage
design to locate a catch basin near the drywell and have connected it to the
storm pond. The revised catch basin rim is 0.10 feet above the rim of the dry
well and can act as an overflow system for the existing drywell.
40. Utility crossings have been added.
41. Labels far the existing edge of pavement have been added and the sidewalk
connection extended to match.
42. There are two center lines of Bald Hills Road. One was created as part of the
McKenna Irrigated Tracts, the other by the county surveyor. The one established
by the County does not line up with the City centerline near the intersection of
Yelm Avenue. Also, the existing frontage improvements located on the opposite
side of Bald Hills Road, appear to be constructed to the McKenna Irrigated Tracts
Centerline. The design is based on the McKenna Irrigated Tracts Centerline.
Sheet 6 of 13:
43. Details consist of the latest Auto Cad versions.
44. Pavement design will be submitted under a separate cover.
Sheet 7 of 13:
45. Bio-filtration Swale has been replaced with a wet pond.
46. Pond sections have been revised.
Sheet 8 of 13:
47. The water line labels have been added.
48. The type of connection has been added to Sheet 11.
49. The end of line cleanout has been labeled on the overall utility plan.

50. The service line between the tank and service box has been corrected.
Sheet 9 of 13:
51. We request having the new sewermain on the north side of Bald Hills Road and
constructing improvements on the north side. A new sewer on the south will
increase traffic problems during construction. In addition, other utilities are
currently located on the south side of the road. The location shown on the plans
does not provide the desired 10-foot separation and measures approximately 8
feet to the as-built location. However, Section C1-9.1.2 of the DOE's Criteria for
Sewage Works Design allows the sewer to be closer than 10 feet provided that
the sewer is in a separate trench and 18-inches below the waterline. Other
locations, such as in the planter or under the sidewalk, may meet our desire to
limit conflicts with traffic and existing utilities on the south side of Bald Hills Road.

53. Additional callouts for the service connections have been added.
54. We prefer the sewermain location shown to avoid existing utility and traffic
conflicts.
55. The proposed 4-inch sewermain size was provided by city staff.
56. Connection callout has been added.
57. Size of the STEP tank has been added.
58. The spec for the STEP tank is generic and the depth of bury varies depending on
the model/manufacturer.
59. The location of the control panel has been added.
60. The STEP system proposed is a duplex system.
61. The nearest hose bib is located near the proposed STEP tank.
62. An end of line cleanout has been placed at the end of the sewermain.
63. The service line will be 2-inches.
64. The Carson Box has been relocated to the planter strip.
65. The City of Yelm standards for sewer installation are located on the overall utility
sheet (Sheet B).

66. Clean out Detail #7-20 has been added to Sheet 13.
Sheet 11 of 13:
67. The extra bend has been removed from the callouts.
68. The water meter box has been relocated to anon-traffic area.
