Thank you for the opportunity to comment on the notice of application for the Tahoma Terra Fairway
Multi-Family project (Case No. SPR-OS-0750-YL) located on Terra Valley Street Southeast as proposed
by Tahoma Terry Phase 3-8, LLC. The Department of Ecology (Ecology) reviewed the application notice
and has the following comment(s):
FLOODPLAINS: Kevin Farrell (360) 407-7253
If the footprint of any structures associated with this development encroaches into the Federal
Emergency management Act (FEMA) delineated floodplain of Thompson Creek, the project
proponent shall be required to establish the Base Flood Elevation for the entire project area per
National Flood Insurance Program regulations found in the Code of Federal Regulations (CFR) at
44CFR Part 603(b)(3). We suggest the project proponent consider restoring the flood carrying
capacity of Thompson Creek by removing invasive blackberry, canary grass, and other non-native
species. Please ensure all requued permits ace obtained if this is an activity you wish to undertake.
Ecology's Floodplain Management Program would be happy to consult with the applicant on

If contamination is currently known or suspected during construction, testing of the potentially
contaminated media must be conducted. If contamination of soil or groundwater is readily visible, or

about subsequent cleanup and to identify the type of testing that will be required contact Mr. Bob

not constitute an exhaustive list of the various authorizations that must be obtained or legal requirements
that must be fulfilled in order to carry out the proposed action.
