RE: Tahoma Terra LLC, Golf Course Waterline Extension

Pursuant to your request, we reviewed the proposed waterline extension for the Tahoma
Terra Project relative to potential wetland buffer impacts. The following is a summazy of
our findings.
Existing, Disturbed Conditions
The proposed pipeline will be located along an existing gravel cart path within an
existing, developed golf course. No trees, shmbs or native grasslands will be disturbed to
install the line.
No Harm, No Foul
While the proposed waterline route will technically be within portions of a wetland
buffer, the area disturbed by the installation has no significant buffer functions. In
addition, all disturbances from installation will be restored to the prior existing conditions
of graveled path and mowed lawn. Because this action will present no potential for
functional impacts to the wetland system, the project should be allowed without any
requirement for buffer restoration or enhancement.
