On April 18, 2007 the Community Development Department performed its environmental review for the above listed project. Please see the DNS attached.
In our review we noticed some items on your site plan that do not meet our development regulations, and would like to bring them to your attention.
Frontage improvements on Yelm Avenue West, Solberg Street, and Jefferson Avenue are required. The proposed site plan does not illustrate frontage improvements on Yelm Avenue West to
meet the standards for an Urban Arterial. Proposed frontage improvements on Solberg Street and Jefferson Avenue also do not meet the standards for Commercial Collector streets. Please
see details 4-3 and 4-4 in the development guidelines.
The City of Yelm requires a minimum 20-foot rear yard setback in the (C1) Commercial zoning district. The proposed site plan does not meet this requirement.
The plan shows stormwater facilities located off-site. Stormwater must be treated and disposed of on-site and be located outside of city right-of-way. In addition, storm filters are
not an approved method within the City of Yelm.
The proposed refuse location will not be approved due to direct access off of a public right-of-way. If you choose to relocate the refuse container to the front of the building, extensive
landscaping and screening will be required to avoid visibility from the sidewalk and adjacent property owners to meet the objectives of the City of Yelm’s design guidelines.
The minimum number of parking stalls required for the development based on 9 operatories and potentially 12 employees is 26. The proposed site plan illustrates a total of 24 parking
stalls and will need to be revised to meet the minimum parking requirements.
We will continue with our project review, however would not be able to recommend approval of the site plan as submitted. The correction to these items may require you to redesign your
project. It may be in your best interest to accomplish that prior to the public hearing before the Hearing Examiner. Please let me know how you wish to proceed with the application.
