Your application included: • Construction Plans • Landscape Plans • Step Tank Calculations We have reviewed the plans for compliance with the City of Yelm Development Guidelines, the DOE Stormwater Manual and general standards of civil engineering practice. The following comments need to be addressed before the plans may be approved for construction. Our comments are summarized below: Storm: 1. I did not see any indication of what storm water management manual was used for this projec#. I assume that the 2005 D.O.E. Storm Water Management Manual was used for this project, since the storm water treatment devices used are considered UIC's in which would trigger the 2005 D.O.E. manual to be used for storm water design. Please clarify. Step Sewer: 2. The step tank will have to be traffic rated, with no parking over tank per sewer dept. previous request. 3. Submittals are usually submitted with step tank talcs at time of civic plan submittal for review and approval. Sheet # 11.01 "Phase 1& 2 demolition plan" Note #17 denotes existing STEP to be decommissioned. Sheet # 31.01 Phase 3 Demolition Plan Note #7 denotes Protecting existing Septic Tank and Sanitary Pipe. What actually is going to happen and when? it appears that the new tank is going to be installed, the neighboring business hooked up to the new tank and the old tank decommissioned and abandoned. Is this assumption correct? Existing STEP tank must remain fully functional until such time as the new STEP tank is fully functional and ready to receive wastewater. 5. The existing STEP Tank at Today's Dental is NAT H-20 load bearing rated and must be protected from being driven over ar parked on, prior to being decommissioned. 6. Sheet c14.01 Utility Note #6 calls out for sewer lines to be SDR35 unless otherwise specified Side Sewer labels call out schedule. 40 pvc. Side Sewers need to be SDR35 and Pump service lines need to be Schedule 40 PVC. 7. Submittals must be received and approved by the City of Yelm Sewer Dept. for the new tank. 8. Depth of bury for the new tank must be 5 feet or less from the invert elevation of the inlet to the rim elevation of the highest rim. 9. Sheet C14.01 Sheet note 11 discusses connecting proposed sewer line to existing Grease interceptor outlet line...The neighboring business also has a side sewer not served by the grease trap. All lines feeding to the existing STEP tank must be served by the new step tank. 10. Existing 2" sewer pressure line is a pressure main. It is to be left intact along with the end of line clean-out in the proximity of the existing STEP tank. 11. Sheet C14.01 sheet note 12 calls for providing a 2" check valve assembly on the existing sewer pressure line. This is not needed nor desired please leave existing sewer pressure main alone with the exception of tapping for the service line for the new tank. 12. Sheet C14.01 sheet note #6 The Sewer Department does not understand the requirement that the service line run uphill to the main. We have not seen that requirement before. 13. Please move pump control panel to closer proximity to the tank, near the Hose Bib would be ideal. Landscape artd irric#ation: 14. Civil plans show 21 parking stalls proposed. A minimum of 22 are required per the land use approval. October'I4, 2008 Page 2 of 3 15. Please provide a detailed corner enhancement plan as part of the landscape plans. 16. Please provide a detail of the proposed refuse enclosure. Refuse enclosures located between or adjacent to buildings and a public way shall include an 8 foot masonry wall consistent with the building. Materials and a 5 foot landscape buffer to screen the wall. The located and access shall be approved in writing by Lemay prior to civil plan approval. 17. Type I landscaping along the northwest property line shall include a 6 foot wood fence in addition to the plantings. 18. A right of way dedication and waiver of protest are required for the deferral of frontage improvements far Yelm Avenue, Solberg and .lefferson. They are required to be submitted prior to civil plan approval. Please review and revise the plans to address the above referenced comments. When the project is resubmitted you will need to submit 4 sets of plans, 2 stormwater reports. The project engineer should include a written response with the resubmittal, indicating how all the review comments above have been addressed ar responded to. Action: Approval of the Site Plan Review with conditions Findings of Fact Site Ptan Review The Proposal includes phased demolition of 2 existing buildings and the construction of 1 office building with associated parKing on approximately 0.58 acres. A Notice of Application was mailed #o local and state agencies and surrounding property owners on March 29, 2007, Section 17.84.020 (C} Yelm Municipal Code allows the Site Plan Review Committee to approve a proposal when the site plan conforms #o the standards, provisions and policies of the city as expressed in its various adopted plans and ordinances including the applicable sections of the shoreline master program for the Thurston Region. Property Characteristics The property is located at 502 Yelm Avenue West, and is identified by assessor tax parcel numbers 21724142200 & 21724142300. The curren# fee to connect to the City sewer system is $5,725.00 per Equivalent Residential Unit beach ERU equals 900 cubic feet of water consumption per month, fee subject to change}, S#orrx~wafer impervious surfaces create stormwater runoff which, when uncontrolled and untreated can create health, safety, and environmental hazards. The City of Yelm has adopted the 7992 Department of Ecology Stcarmvc~ater Manual, which requires all development to treat and control stormwater on site. The applicant has submitted a preliminary stormwater plan which includes a conceptual design for the treatment and infiltration of the s#ormwater. The preliminary site plan shows stormwater facilities located off site. Stormwater must be treated and disposed of on-site and be located outside of city right~of-way. In addition, the applicant has proposed storm filters which are not an approved method within the City of Yelm. A final stormwater plan is required as part of civil plan application submission. Stormwater facilities require continued maintenance to ensure they remain in proper working condition. Parking The City of Yeim Development Guidelines, Design Guidelines, and Municipal Code address parking regulations from many aspects, including, but not limited to the design of lots, the number of stalls required, pedestrian pathways within lots, and safety. The requirements of off-street parking and loading facilities and their design shall be regarded as the minimum; however, the owner, developer or operator of the premises for which the parking facilities are intended shall be responsible for providing adequate amounts and arrangement of space for the particular premises even though such space or its arrangement is in excess of the minimum set forth. As stated in Chapter 17.72 YMC, Dental Clinics require one and one-half parking spaces per patient treatment room/area, plus one space per employee based on the greatest number of employees on a single shift. In ail parking facilities containing 25 or more parking spaces, twenty-five percent (25%} of the required spaces may be designated compact car. The total number of parking stalls required based an 4,530 square feet of Dental Clinic space consisting of 8 operatories and a maximum of 10 employees on a single shift is twenty-two (22} stalls. As a follow up to our conversation this morning, I would like to summarize our discussion regarding the items listed in the review letter from Mr. Harrington dated October ~4, 2008. + Item #2 of review letter: It was discussed and agreed upon that the Xerxes step tank we have proposed for the project is H-20 load bearing rated and #herefore it is acceptable to place the tank under the drive surface within the proposed parking lot. No further action is required. • Item #3 and #7 of review letter. It was discussed that shop drawings specific to the site tank design are required to be submit#ed to the City of Yelm prior to ordering and 'installing the STEP tank in order to ensure that the City's design standards are met and so that money and time are not wasted by the developer. It was agreed that since a con#ractor is not yet on board for the project, shop drawings will not need to be submitted in order to obtain the site permit and instead will only be required prior to ordering and installing the #ank. Since a note to this effect is currently on the plans, no further action is required. Item #4 of review letter: It was discussed that it is acceptable to show the existing STEP tank as remaining in place un#il the new #ank is installed. Once the new tank is installed, fully functional and the waste line connections are made, the existing tank will be filled with pea gravel and decommissioned per the Thurston County Health Departmen# requirements. The no#e currently shown on the plans will be revised #o better clarify the phasing of the STEP tank work. • Item #8 of review letter: A distance of 53.5" was measured from the existing grade to the invert of the line entering the STEP tank by a sewer maintenance employee with the Clty of Yelm. Given this information and the fact that we will be cutting the site grades at the proposed STEP tank location by approximately 0,5-1', it is anticipated that a maximum depth of bury of 5' can be achieved. The depth of bury for the proposed tank will be reflected an the plans. Item #~ 3 of review letter: It was discussed and agreed upon that the proposed STEP tank pump control panel will remain at its current location just southwest of the proposed building. It will be set on a l~nistrut post. The control panel and the hose bib will be within 50' and line of sight of the proposed STEP tank. It was agreed that the control panel and hose bib need not be within close proximity to each other. No further action is required.
