Thank you for the opportunity to wmment on [he determination of nonsigoiflcance For the Today's
Denml Demolition/Construction project (SEPA No. 07-0135) located aT 502 Yelm Avenue West as
proposed by BCRA. The Department of Ewlo},ry (Ecology) reviewed the environmental checklist
and has the following comment(s):
SOLID WASTE & FINANCiAT ASSISTANCE: Dan Farrell (360) 407-6084
The applicant proposes to demolish an existing structure(s). In addition to any required
asbestos abatement procedures, [he applicant should ensure that any other potentially
dangerous or hazardous materials present, such as PCB-containing lamp ballasts, fluorescent
lamps, and wall thermostats containing mercury, are removed prior to demolition. It is
important [hat these materials and wastes are removed and appropriately managed prior to
demolition. It is equally important that demolition debris is also safely managed, especially if
it contains painted wood or concrete, treated wood, or other possibly dangerous materials.
Please review the "Dangerous Waste Rules for Demolitio^, Construction, and Renovation
Wastes", posted at Ecology's website, www.acv.wa.env/proerams/hwtr/demodebris/. The
applicant may also contact Rob Rieck oC Ecology's' Hazardous Waste and Toxics Reduction
Program at (360) 407-6751 for more information about safely handling dangerous wastes and
demolition debris.
Ecology encourages property owners and contractors to recycle all possible leftover
construction, demolitioq and land clearing (CDL) materials and reduce waste generated.
Recycling construction debris is often less expensive than landfill disposal. Please call
Ecology's 1-800-RECYCLE hotline for facilities in [he area that will awept your CDL
materials for reuse or recycling.
TOXICS CLEANUP: Lisa Pearson (360) 407-6261
If contamination is eurtently known or suspected during construction, testing of the potentially
contaminated media must be conducted. If contamination of soil or groundwater is readily
visible, or is revealed by testing, Ecology must be notified. Contact the Environmental Report
Tracking System Coordinator at the Soathwest Regional Office at (360) 407-6300. For
assistance and information about subsequent cleanup, and to idemify [he type of testing that
will be required conmct Mr. Bob Warren with the Toxics Cleanup Program at (360) 407-6361.
