03-23-10 MinutesYELM CITY COUNCIL REGULAR MEETING TUESDAY, MARCH 23, 2010 MINUTES Mayor Harding called the meeting to order at 7:00 p.m. 2. Roll Call Present: Joe Baker, Bob Isom, Mike McGowan, Tracey Wood, John Thompson, and Russ Hendrickson. Excused: Don Miller. 3. Agenda Approval 10-20 MOTION BY JOE BAKER APPROVING THE AGENDA AS PRESENTED. CARRIED. 4. Special Presentations Arbor Day Proclamation Mayor Harding read the Arbor Day Proclamation that expanded Arbor Day to Arbor Month for the month of April 2010. He encouraged citizens to join the City the Yelm in celebrating Arbor Day, April 30, 2010 at Yelm City Park at 11 am and to plant trees to promote the well-being of this and future generations. 5. Public Comment - Scott Mills, Yelm Lion's Club, updated Council on the annual Prairie Days planning; asking Council for continued support to repeat the beer garden and the temporary closure of a section of two streets for vendors during the event, June 24-26, 2010. He will have more information later on the possibility of adding events or expanding the event to a week of activities. Mayor and Council offered positive feedback from the previous year Prairie Days, encouraging Mr. Mills to proceed with the application of needed permits and approval requests. 6. Consent Agenda a. Minutes: Regular Meeting, March 9, 2010. b. Payable Checks 53152-53234, Totaling $152,313.10 10-21 MOTION BY BOB ISOM APPROVING CONSENT AGENDA ITEMS AS PRESENTED. CARRIED. 7. Public Hearing- none scheduled 8. New Business -none scheduled 9. Old Business - Resolution No. 508, Palisades West Findings and Conclusions Brent Dille, City's attorney, reviewed Council's denial of Palisades West Subdivision Plat Amendment from March 9, 2010 Council meeting. Resolution No. 508 memorializes previous vote with further detail in revised Resolution to deny plat amendment. 10-22 MOTION BY BOB ISOM ADOPTING RESOLUTION NO. 508, FINDINGS AND CONCLUSIONS PRESENTED FOR PALISADES WEST PLAT AMENDMENT DENIAL. CARRIED. h/counci103/23/10 10. Mayor and City Council Reports Councilmember Baker attended Intercity Transit meeting reporting that committee has not reached a conclusion on the rate increase. He reported from the Senior Center that building repairs are needed and finances continue to improve with the help of Tree of Life fundraiser, Nisqually Tribe Red Wing casino and donations to the center's boutique by J.Z. Knight. Councilmember McGowan reported attending the HOME Consortium planning session for forum in May. Reminded citizens that Senior Center offers tax assistance. Mayor Harding added they also provide a food and wellness program. Councilmember Wood attended Transportation Policy Board meeting with nothing to report related to this area. Mayor Harding participated in monthly Mayor's Forum with Mayors, County Commissioner and Port Commissioner discussing regional license fee. 11. Executive Session -none scheduled 12. Correspondence included Thurston Regional Planning Council 04/02/10 pre- agenda, and invitations to Council for: Thurston County; County-City Meetings, March 31 in Tumwater, American Red Cross Real Heroes Breakfast, May 11, 2010 at St. Martins University and Providence Health Services Yelm Medical Office Building Groundbreaking, April 3, 2010. 13.
