Mayor Pro-Tem Bob Isom called the meeting to order at 5.00 pm and asked that the Re-
zoning be presented before the S.W. Yelm Well Update and the Mayor's report and
Council Initiatives be moved to the end of the meeting. The Mayor got called away shortly
before the meeting started and hoped to return in time to hear the S.W. Well update.
Council approved the changes made to the agenda.
Councilmembers present: Joe Baker, Tracey Wood, John Thompson, and Tracey
Wood. Staff: Shelly Badger, Tami Merriman, Grant Beck and Stephanie Ray. Also
present: Phil Brown, LHG, Associate Hydrogeologist, Golder Associates Inc.
Agenda approval -Joe Baker moved to approve the agenda with the changes.
Seconded by Tracey Wood. Unanimously carried.
Rezoning -Tami Merriman stated that the City had received a letter from the Herbert's
requesting annexation of their land adjacent to the City Limits to open a landscape
business. The property is prezoned in the City of Yelm Comprehensive Plan as low
density residential upon annexation. The Herbert's are asking that the rezone application
be added to our 2010 Comprehensive Plan Docket. The City does not have any
Comprehensive Plan updates this year, and has no plans to open it in 2010. This matter
will come before the Council at the first meeting in April.
S.W. Yelm Well Update presented by Phil Brown with Golder Associates explaining
proposed changes to where the drilling for the SW Well would take place and what that
would mean for the City. Also discussed the different standards that are available and
recommended for well drilling in Yelm.
CONCENSUS FROM COUNCIL TO BRING A CONTRACT FOR SERVICES FROM
GOLDER ASSOCIATES AND THE ACTUAL DRILLING BY BOART LONGYEAR TO
THE NEXT COUNCIL MEETING ON APRIL 13, 2010.
Water Conservation Program- Grant Beck distributed information on the proposed water
conservation program for irrigation accounts. This program would develop a water budget
for each irrigation user, determine the size of the landscape area, find an appropriate
irrigation rate and calculate the amount of the water needed for the year. The overall goal
is to keep irrigation landscaping healthy but not over watered and potentially see a
reduction of 50% in 2010.
Mayor Report-Mayor Harding reported on his recent meetings with various groups and
individuals: Timberland Friends of the Library, Regional Licensing Authority-TRPC, City of
Yelm department heads, Yelm Realtors Network,
Also reported on other projects including: street banner for Home and Garden Show,
Community Sign and completion of the landscaping at City Hall. The utility bills will be
more detailed and will be converted to gallons as well as cubic feet. The Longmire
Concession Stand project will be breaking ground soon as well as the new Yelm Medical
Center that will be breaking ground on April 3, 2010 at 2:30. The first Staff Retreat with
Department Heads was held today at the Public Safety Building to discuss inner
communication and other issues.
Council Initiatives -Mike McGowan suggested that the City use one of the display cases
located at the Yelm Library to display the water conservation project and notice for the
upcoming Home and Garden Show.
