e are writing this letter an behalf of Prairie Park Commercial ievelopment to seek
a clarification to Condition #6 of the Site Plan Review Approval. This specific
condition relates to the pedestrian connectivity and pathway composition of the
primary trails and sidewalks serving the project. Based on your discussions with
John Thompson, it is our understanding that you will consider alternative methods
and designs that will meet the intent of Condition #fa_ a have reviewed the project
site plan and have identified areas where the site can incorporate pedestrian
elements that meet the intent of Condition #5.
Attached is a site plan that we have hand marked where we are proposing
alternatives to the site plan previously submitted. The changes wa are proposing are
as follows:
vVe will change the at grads asphalt sidewalk from 163rd Ave. tv the parking
area to be a standard concrete sidewalk with a 6 inch curb. This will also
require a handicai~ped ramp where the sidewalk meets the parking area.
e added 4 crossings of the parking area that we would propose to construct
of concrete. These concrete crossings would be slightly raised [Z-3 inches}
with (amps along the edges for vehicular traffic_ Each crossing would have a
width of about 8-1t7 feat. These crossings will be highly visible to pedestrians
and vehicular traffic given the color contrast between the dark asphalt and
lighter concrete_
The asphalt sidewalk adjacent to the pond would remain as previously shown.
This asphalt area is being provided as a means for pedestrian traffic to "pass
through" the property. This area is currently a worn grave! trail used by
pedestrians walking between 1D3rd Ave. and the cinema. a are simply
providing a more durable walking surface by paving the trail.

Condition of Approval #6 specifically states that, "All pedestrian pathways shall be 5
feet in width and consist of stamped concrete. Pathways shall connect the existing
and proposed buildings to proposed pathway adjacent to the storm pond." For this
condition, we have interpreted a pathway to be a crossing of the parking lot. e
have provided concrete crossings that will be raised. a have also provided the
requested connections to the sidewalk adjacent to the storm pond.
As explained, we are proposing to leave the sidewalk adjacent tv the pond as an at
grade asphalt path. This sidewalk has bean provided as a courtesy to pedestrians
that currently cut across this area to get to the Yelm Cinemas. Thos sidewalk will be
separated from cars with wheal stops and will be connected to otl-ier sidewalks by
specially delineated crossings. Given this, we feel that the intent of the design
guidelines has bean met.
Please review the attached drawing and let us know if this meets your expectation.
Given the sensitive nature of the appeal deadline, we would appreciate a response as
soon as possible in case other avenues need to be explored.
