1. Mayor Foster called the meeting to order at 6:00 p.m.
2. Roll Call Present: E] Curry, Molly Carmody, Cody Colt, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.
3. Agenda Approval

5. Consent Agenda

from September 4, 2018.

PRESENTED. SECONDED BY TRACEY WOOD. 7-0, MOTION CARRIED.

7. New Business - no business items
8. Old Business - Mayor Foster stated we have again reached out to legal counsel
and MRSC for their opinions on the recent 9rh Circuit Ruling regarding Camping
Ordinances. The information will be shared with Council as soon as we get it.
9. City of Yelm and Yelm Community Schools Presentations and Discussion
School Safety
Chief Stancil and Corina Durocher have been conducting safety audits at each of
the school buildings.
Project Collaborations
Tornado Alley was completed on time and under budget. There have been
consistently about 380 cars that use the new road in the morning and in the
afternoon. The School is involved in the Prairie Days planning for 2019. Pre -bond
planning is underway and there will be community meetings scheduled soon for
the Bond to put on the February Ballot.
Projects Under Design
Memorial 5k for the Fallen will be held in 2019. Yelm Community Schools has been
working with South Puget Sound Community College and have classes scheduled
at the high school campus.
Future Collaborations
Public Works Director Chad Bedlington gave an update on the Splash Pad, new
Playground equipment, Fort Stevens Sidewalk project, Mill Road Sidewalk

Connection and the upcoming interruption in reclaimed water due to pump station
upgrades.
Mayor Foster gave an update on the Art wall on the back of the Slopak building.
There will be a future Youth Mock Trial, Youth Advisory Council, Youth Legislative
program and Yelm University. The City of Yelm will be offering free financial
classes for the community soon. Washington State Department of Transportation
will be hosting an Open House at the Community Center on September 27, 2018
from 4:30-6:30 pm to discuss the construction of the 510 Loop.
10. Mayor and Council Initiatives-
Councilmember Curry attended the SE Thurston County Fire Authority Liaison
Committee meeting, Thurston County Solid Waste Advisory Committee meeting
and the Yelm Finance Committee meeting.
Councilmember Carmody attended the Intercity Transit Authority meeting.
Councilmember Colt will have a Supreme Court Justice visiting with his middle
school students on Monday in conjunction with the Youth Mock Trial.
Councilmember DePinto attended the Yelm Finance Committee meeting, Thin
Blue Line/State Farm Insurance event, National Drive Electric Vehicle week event
in Steilacoom, Youth Sports organization meeting and a 9-11 Remembrance
Ceremony at JBLM.
Mayor Foster appreciates the opportunity of the joint meeting with the Yelm
School Board and he thanked the audience and staff that attended the meeting.
Aaron Green the new Computer Support Specialist was introduced to the Council.
