Agenda Approval 19-088 MOTION BY TAD STILLWELL TO AMEND THE AGENDA TO MOVE 6A. TO 6B. AND 6C. TO OLD BUSINESS. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED. 3. Special Presentations - November Student of the Month - Alicia Nelson Annexation Process Update - Mayor Foster welcomed the newly annexed Yelm residents to the City. 4. Public Comment - no comments 5. Consent Agenda a. Minutes: November 26, 2019 & December 3, 2019 Minutes 19-089 MOTION BY MOLLY CARMODY TO APPROVE THE CONSENT AGENDA. Ordinance No. 1057 Amending Title 18 Yelm Municipal Code (YMC) Unified Development Code 19-090 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1057 TO AMEND TITLE 18 YMC UNIFIED DEVELOPMENT CODE. SECONDED BY EJ CURRY 6-1 (CM DEPINTO), MOTION CARRIED. b. Resolution No. 603, Support for Yelm Community Schools Levy 19-091 MOTION BY JOE DEPINTO TO APPROVE RESOLUTION NO. 603 IN SUPPORT FOR YELM COMMUNITY SCHOOLS LEVY. SECONDED BY EJ CURRY. 7-0, MOTION CARRIED. 7. Old Business - a. Ordinance No. 1055, 2019-2020 Mid -Biennial Budget Amendment Mayor Foster continued the public hearing. Interim Finance Director Heidi MacDonald gave an overview of the proposed budget amendments. Mayor Foster closed the public hearing at 6:33 pm. 19-092 MOTION BY MOLLY CARMODY TO ADOPT ORDINANCE NO. 1055, 2019- 2020 MID -BIENNIAL BUDGET AMENDMENT. SECONDED BY EJ CURRY. COUNCILMEMBER COLT DISCOVERED A SMALL MATH ERROR ON THE PROPOSED AMENDMENT. 7-0, MOTION CARRIED. 8. UPDATES - December 10, 2019 Page 1 1 City Administrator - Councilmember Curry attended Christmas In the Park with the Citizens for Support of the Yelm Community Schools and the Olympia Chamber Orchestra event at the Yelm Community Center over the weekend. Councilmember Carmody attended the Intercity Transit Authority Board of Directors meeting, the Yelm Planning & Economic Development Committee meeting and has submitted a Procurement Policy Manual to the General Government Committee for their review. Councilmember Colt attended the Yelm Planning and Economic Development Committee meeting and the Yelm General Government Committee meeting. Councilmember Stillwell attended the Yelm General Government Committee meeting, the Yelm University and thanked Councilmember Curry for her wealth of knowledge and guidance while on Council. Councilmember Wood attended Christmas in the Park, the Administrative Board of Directors meeting for TCOMM 911 and thanked Councilmember Curry for her time on Council. Councilmember DePinto thanked Councilmember Curry for being a champion for the Senior Center while on Council. Councilmember DePinto attended the Regional Economic Forecast Expo event in the South Thurston Economic Development Initiative booth. Mayor Foster thanked Councilmember Curry for the roses she gave to every employee and Councilmembers and thanked her for her dedication and thoughtfulness. Mayor Foster attended the Economic Forecast Expo at the Great Wolf Lodge last Thursday, Yelm University at the Yelm Community Center (thanked staff and Community Development Director Grant Beck), the Thurston Regional Planning Council as Acting Chair, the monthly Mayor's Forum, Christmas in the Park (thanked Community Development Department and Public Works for making the event a success), Sergeant Aaron Boyle's Key Ceremony to his new house, the Olympia Chamber Orchestra, met with Executive Director Shauna Stewart from the Olympia Convention Bureau, the Yelm Chamber Business Awards Luncheon, the 25th Annual Christmas Concert at the LDS Church and reminded everyone that Friday, December 13 is the Thanksmas Dinner to thank staff. 9. CITY HALL BUILDING 106 SECOND STREET SE YELM, WA 1. Mayor JW Foster called the meeting to order at 6:00 p.m. 2. Present: Councilmembers: James Blair, Molly Carmody, Cody Colt, Tad Stillwell, Tracey Wood, Joe De Pinto and Terry Kaminski. Staff present: City Administrator Michael Grayum, Interim Finance Director Heidi MacDonald, Accounting Assistant Kimberly Rachor, Financial Analyst Michael Malek and City Clerk & HR Manager Lori Lucas. 3. a. Thurston Regional Planning Council Presentation Katrina Van Every, Senior Planner for The Thurston Regional Planning Council (TRPC) updated Council on their 2020 work plan and strategic plan to maximize the benefits of all modes of transportation by assessing regional impact of all projects in Thurston County, which benefit Yelm and neighboring communities. TRPC will host a community survey later this month and we will post it on our website. 3. b. Park use hours of operation and proposal to charge rental fees for the City Park Pavilion Park Advisory Committee Volunteer Michael Malek proposed changing the park hours from sunrise to sunset and discussed charging a small fee to rent the pavilion at the Yelm City Park. The Park Advisory Committee members will discuss with their next Park Advisory Committee meeting and bring an Ordinance to Council in an upcoming Council meeting. 3. c. Homelessness Task Force — Update and next steps The Homelessness Task Force led by Councilmembers Molly Carmody and Joe DePinto are still working on the final report for Council's consideration. The formal recommendations of the Task Force and supporting analysis will be discussed at the February 4 Council Study Session at the Yelm Community Center. 3. d. 640 Acres- Update and next steps Community Development Director Grant Beck updated Council on the 640 acre parcel on Killion Road that is now an asset of the Local Improvement District (LID), which is a separate entity from the City of Yelm and was formed by multiple land owners to build the main roadway leading to the Tahoma Terra development. The land owners stopped paying into the LID and a 640 acre parcel of their property was foreclosed upon, making that parcel an asset of the District as of January 3, 2020. The District will conclude its annual bond payments for the roadway in 2024 and officially dissolve by 2026. City staff will work with the bank and personnel who support the District to determine possible options for the 640 acre parcel. 4. Mayors Report — Mayor Foster has been meeting with Washington State Department of Transportation and State Legislators to make sure that they are aware of the City of Yelm's priorities. Mayor Foster shared a draft of possible committee representatives for both regional entities and 0111W111110111417 internal committees for City Council to review and give Mayor Foster any feedback on the proposed committee assignments. 5. Council Initiatives Councilmember Colt will be meeting with facilitators to discuss facilitating for the Council Retreat in February and also meeting with Timberland Regional Library. Councilmember Stillwell inquired about the possibility of collecting input from the public during Council meetings through Facebook or YouTube live. Councilmember DePinto encouraged Council to attend the AWC City Days in Olympia on January 28, 2020. Councilmember Kaminski attended the Thurston Thrives end of year party. Councilmember Kaminski would like to have an informal set-up for the Study Sessions. 6."Yelm 101" City Clerk Lori Lucas stated that Association of Washington Cities Risk Management Service Agency did their annual Member Standards Survey on Monday, January 70 with City staff to go over the requirements of 2020. The City will be receiving a great report card from AWC RSMA.
