2.The property is identified by the Unified Development Code, Title 18 YMC, as being within
theMaster Planned Community low density (R4-6 MPC)zoning district.
3.The ministerial site plan review process is to ensure that projects are consistent with
applicable development, construction and design standards of the Unified Development
Code \[Title 18, YMC\]. Ministerial permits do not require public notice.

5.Chapter18.65 YMC provides requirements and standards for home occupations. These
include
·The home occupation shall not occupy more than 25 percent of the total floor area of
the residence, or exceed 400 square feet.
·Traffic generated by the home occupation shall not exceed 3 commercial vehicles per
week, and all parking of customers’ vehicles shall be off-street.
·Storage of merchandise, material or equipment must be entirely within the residence
or accessory building.
·Home occupation signs shall be wall mounted, and shall not exceed four square feet
in area. The sign cannot be internally illuminated, but may be indirectly illuminated.
C ONCLUSIONS OF L AW
A.Section 18.12.080 YMC allows the Site Plan Review Committee to approve a home
occupation when it complies with all applicable development, construction, and design
standards of the Unified Development Code.
B.Karen Beverlyhasestablished that the request for ministerialreview approval can satisfy
all criteria set forth in Chapter 18.65YMC, meet all requirements of the MPCzoning

18.10 YMC, to the City of Yelm Hearing Examiner no later than 21days from the date of this
decision. An appeal must be in writing, contain specific factual objections, and include the appeal
fee of $1,250.00.
