City Administrator —
• The City is close to filling a Wastewater Treatment Plant Operator position
and Communications Specialist position. We have five qualified applicants
for the Public Works Director position and will start the interview process
soon.
• Finalized the work on the Water Rights and Mitigation Packet and will be
taken up by the Water Reclamation Facility and then the update will be

brought to Council. We may make application at the same time we brief
the Council.
• A reminder we are looking for ideas from Council for the Port Economic
Development Grant of $10,000 that will be handing out.
• We have been awarded an AWC Grant that will be used for metal detectors
for additional safety in the Court.
• We will be finding out about our WellCity Award in March. This award
shows the commitment the City has for the wellness of our employees and
will provide a 2% discount on our benefits premiums.
• On February 181h the Council has a Special Meeting and that is on the
Water Reclamation Facility which will be delivered in three phases. Phase
1 will be looking at all the options, recommendation and the overall costs.
Phase 2, February 251h, we will be looking at the budget and budget
amendments and a Mutual Aid Agreement. On March 3b during a Council
Study Session we will revisit Phase 2 of the Water Reclamation Facility
conversation. Phase 3, March 101h we will be discussing budget
adjustments and looking for Council approval for moving forward with the
Water Reclamation Facility process for a professional services agreement.
Councilmember Blair attended a meeting at the Senior Center and reported that
the Senior Center is going to be doing AUD Training. Would like to have an
update added to an upcoming Study Session on the Veteran's Hub in old City Hall.
Councilmember Carmody reported that Intercity Transit Authority had updates
on Village Vans which has been effected by Initiative 976 and they don't know
how many vans they can afford. As of the end of January, the fare less ridership
has increased by 13.5%.
Councilmember Colt General Government Committee met last week and talked
about the organization of the Council Retreat.
Councilmember Stillwell attended his first Economic Development Committee
meeting last week and found it very informative. Attended the State of The City.
Councilmember Wood attended the TCOMM Administrative Board were we
approved hiring four new full time employees. Attended the SE Thurston Fire
Authority meeting and the State of the City.
Councilmember DePinto apologized to staff for comments made off the cuff
regarding preparedness of a presentation. Shout out to the Thurston County
Sheriff's department for all their help in the flooding evacuations that took place
last week. They did an amazing job. Also, the City of Yelm did an amazing job
with their social media page with updates. The Recreational Conservation Office
opened their Grant period opened up this week.
Councilmember Kaminski attended the Yelm Planning & Economic Development
Committee meeting. During this meeting we recommitted to creating more
momentum on the Downtown Corridor Project.
Mayor Foster thanked Councilmembers Blair, Colt, Stillwell, Wood and Kaminski
for attending State of the City. KIRO 7 came down and interviewed Chief Stancil
on the Transportation Alternatives. Chief Stancil exemplifies the spirit of The City
of Yelm very well. On February 31 and 41h attended a couple of ceremonies at
JBLM for changes in command and welcomed new Commanders. February 51h
attended a branding exercise for Thurston County, hosted by the Olympia Visitor
and Convention Bureau. February 71h attended Thurston Regional Planning
Council where he was elected Chair of the Council for a two-year term. Main

update was Climate Mitigation Plan. Attended the Community Investment
Partnership which was a joint effort between Thurston County and United Way is
now going to be renamed Health and Human Services Council. Was a part of a
two-hour retreat for setting the priorities for what they would fund.

• City staff put together a comprehensive outreach program to educate

• There is an opportunity to our Community Connector the First Special
Forces Group at JBLM on March 5, 2020 at 9:30 a.m. - 1:00 p.m.

• The General Government Committee came up with two possible dates for
the Council Retreat, March 21 & March 28 in the Point Ruston area of
Tacoma.
Councilmember Blair apologized for missing the Special Meeting on February
18. Councilmember Blair attended the Yelm Public Safety Committee meeting.
Councilmember Carmody attended the Yelm Finance Committee meeting and
the Yelm Public Works Committee meeting. Councilmember Carmody inquired
about the Procurement Policy.
Councilmember Colt attended Transportation Policy Board of the TRPC meeting,
the Yelm Public Works Committee meeting, and thanked Mayor Foster for
attending the Medic One EMS Council meeting in his absence.
Councilmember Stillwell attended the Yelm Emergency Operations Board
meeting, the South Thurston Economic Development Initiative meeting and the
Yelm Public Safety Committee meeting.
Councilmember Wood attended the Yelm Public Safety Committee meeting.
Councilmember DePinto attended the Yelm Public Works Committee meeting
and the Board of Directors of Economic Development Council meeting.
Councilmember Kaminski attended the Thurston Thrives Coordinating Council

Mayor Foster attended the Association of Washington Cities (AWC) Mayors
Exchange, TVW Gala, Medic One EMS Council meeting, the 2nd Reality Fair at the
Yelm High School, South Thurston Economic Development Initiative (STEDI)
meeting and thanked Councilmember Tad Stillwell and Community Development
Director Grant Beck for their presentation at STEDI. Mayor Foster also
accompanied the Yelm Community Schools Superintendent to a meeting with the
Nisqually Tribe and attended the Government Class at the Yelm High School.

Background & Summary:
The Yelm City Council adopted the 2019-2020 Biennial Budget at the December 10th, 2018 City
Council meeting and a Mid -Biennial Amendment at the December 12th, 2019 City Council
meeting. The purpose of this, March 2020 Amendment of the 2019-2020 Biennial Budget for
Year 2020, is to be consistent with the schedule adopted by Council Resolution No. 602, which
specifies the budget be routinely reviewed and updated in March, July, and November of every
year using year to date actual revenue and expenditures.
This amendment contains two types of adjustments: housekeeping, and miscellaneous.
Housekeeping adjustments reflect funds carried forward from 2019 into 2020. The
recommendations to the biennial budget take into consideration the 2019 actual revenue and
expenditures resulting in the estimated beginning balances for 2020. Based on that data, the
recommendations made, bring year 2020 of the biennial budget in line with anticipated
receipts and outflows expected during 2020, while meeting the financial reserve requirements
established by City financial policies to maintain conservative fiscal management.

Miscellaneous adjustments account for unanticipated expenditures and associated
reallocations between line items to cover those expenditures, recognizing the revenues and
associated expenditures from grants, insurance recoveries, settlements, and donations not
included in the original budget
For an overview of where noteworthy changes were made, please see Areas of Recommended
Adjustments below. For a summary showing the overall impact of requests to each fund, see
Exhibit A of Ordinance 1059. For specific details on this budget amendment, see Exhibit B of
Ordinance 1059.
Next Steps
Consistent with the schedule adopted by Council in Resolution No. 602, the budget will be
routinely reviewed and (if needed) updated, based on up-to-date data for revenue and
expenditures. The next review and update is currently scheduled to be presented to Council in
July.
A Council retreat is planned in the upcoming weeks, where strategic priorities for 2021-2022
will be established by the City Council as a team, as part of the formal biennial budget
development process adopted in Resolution No. 602. Later this spring through early fall, the
Council Finance Committee will begin budget development for the 2021-2022 biennium. In
October, the first draft of the City of Yelm 2021-2022 Biennial Budget, consistent with the
strategic priorities established during the upcoming retreat, will presented to the full Council.
Recommendation
At the March 10th, 2020 Yelm City Council meeting and public hearing consider Ordinance No.
1059 for adoption.

ORDINANCE NO. 1059
AN ORDINANCE OF THE CITY OF YELM AMENDING THE 2019-2020 BIENNIAL BUDGET.
WHEREAS, the City of Yelm adopted the 2019-2020 Biennial Budget with Ordinance No. 1050
and a Mid -Biennial Budget amendment with Ordinance No. 1055, in accordance with RCW
35A.34130
WHEREAS, the City of Yelm adopted Resolution No. 602 to establish a budget calendar to
increase the consistency and predictability of the budget development processes, and specifies
the budget will be routinely monitored and updated using year to date actual revenue and
expenditures.
WHEREAS, the City Council finds that the proposed adjustments to the 2019-2020 Biennial
Budget Amendment for 2020 reflect revenues and expenditures that are intended to ensure
the provision of vital municipal services at acceptable levels.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF YELM:
Section 1. The March 2020 Amendment of the 2019-2020 Biennial for 2020 as set forth in
Exhibits A and B is hereby adopted.
Section 2. This Ordinance shall be in force and take effect following passage, approval,
and publication.
Section 3. Ratify and Confirmation Clause — Any action taken pursuant to this ordinance
but prior to the effective date is hereby ratified and confirmed.
