06 02 2020 Study Session Agenda YELM CITY COUNCIL STUDY SESSION TUESDAY, JUNE 2, 2020 6:00 P.M. VIRTUAL 1. Mayor Foster called the meeting to order at 6:05 p.m. 2. Present: Councilmembers: Molly Carmody, Tad Stillwell, Tracey Wood, Joe DePinto and Terry Kaminski. Councilmembers James Blair attended via telephone. Staff present: Community Development Director Grant Beck, Public Works Director Cody Colt, City Administrator Michael Grayum and City Clerk & HR Manager Lori Lucas. 3. a. CARES ACT Discussion The City of Yelm will receive a portion of the federal Coronavirus Relief Funds in the amount of $274,050 to help cover some of the anticipated and unbudgeted COVID related health and public safety costs expended during the pandemic. A portion of the funds would be infused into the Yelm Community Relief Fund, which is managed by TOGETHER and is available for anyone who needs help during these trying times. A grant program will be created for local businesses who can demonstrate economic hardship or loss of revenue due to COVID-19 and/or demonstrate costs to comply with reopening. 3. b. Funding Avenues for Water Reclamation Facility (WRF) Funding Public Works Director Cody Colt gave a presentation on the history, the current situation and next steps for the WRF upgrade. Revenue source options and the phases on construction were discussed. 3. c. City Council Position No. 3 Candidate Discussion Council will explore their options in selecting a candidate for Position No. 3. One of the options discussed was to use a ranked voting process. Each Councilmember shared their desired qualifications they are looking for in a new Councilmember. This item will be on the June 9, 2020 agenda to be voted on by Council. The selected candidate will be sworn into office and fill the vacant seat on Council until the election in November of 2021. 4. Mayors Report Mayor Foster explained the Executive branch and the management team have been engaged in navigating the CARES ACT funding program. There have been no protesting in Yelm yet but there could be. We are supporting other agencies in Thurston County if they need our assistance. 5. Council Initiatives Councilmember Blair will be attending the first SWAC meeting since March. Councilmember Carmody will attend the Intercity Transit meeting tomorrow and will be discussing starting service again. 06-2-2020 Councilmember Wood received an email from Mr. Phillips the owner of the White Horse Tavern regarding the regulations for an Event Permit for a beer garden. The Community Development Department is working with the business owner for this event. Councilmember DePinto would like to recognize the athletes that went to state. Councilmember DePinto is working on it and will bring it to an upcoming meeting. Councilmember Kaminski would welcome any help from Councilmembers to find money for the revitalization program for downtown.
