1. Mayor JW Foster called the meeting to order at 6:02 p.m.
Roll Call Present: James Blair, El Curry, Molly Carmody, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.

Mayor JW Foster administered the Oath of Office to El Curry for Yelm City Council
Position No. 3.
b. Ordinance No. 1062, Water Revenue Refunding (Refinancing) Bonds 2020
20-062 MOTION BY JAMES BLAIR APPROVING ORDINANCE NO. 1062,
AUTHORIZING ISSUANCE OF WATER REVENUE REFUNDING BONDS NOT
TO EXCEED $10M. SECONDED BY TRACEY WOOD. 7-0, MOTION CARRIED.

8. UPDATES -
City Administrator - Michael Grayum
• Thank you to Jasons Greenhouse for the beautiful hanging baskets and thank
you to the Public Works employees for putting them up.
• The Water Reclamation Facility (WRF) has had zero violations for the last two
months. lune 19, 2020 was the 25th anniversary of the WRF.
• CARES ACT funds are available from the Yelm Community Relief Fund
administered by TOGETHER for citizens and businesses are encouraged to
apply for CARES ACT funds to offset costs to open related to COVID 19.
• Thurston County has applied to transition to Phase 3 and we expect approval
by the end of this week. Discussion on Phase 3 guidelines will be held at the
July 7, 2020 Study Session.
Councilmember Blair attended the Solid Waste Advisory Committee meeting,
the Yelm Finance Committee meeting and the Yelm Public Safety Committee
meeting.
Councilmember Carmody attended the Intercity Transit Authority meeting, AWC
online webinars and will be attending the virtual AWC Annual Conference this

week. Councilmember Carmody also attended the Yelm Finance Committee
meeting and the Yelm Public Works Committee meeting.
Councilmember Curry attended the Senior Center Board meeting, the SE
Thurston Fire Authority meeting for Councilmember Wood, the Public Works
Committee meeting by phone, met Sandi Hanson from the Yelm Rotary at the
Senior Center to set up the "10 weeks of summer food program", met with Cindy
Cecil at the Yelm Community Services and met with AAALMT Food Service to
discuss new regulations for distributing food to Senior Centers. Last Tuesday was
the re -opening of the Yelm Senior Center, attended the EMS Council meeting by
Zoom and KIRO 7 News interviewed the Yelm Senior Center. Councilmember
Curry met with Councilmember Stillwell to review the CARES ACT business
applications and attended another Senior Center Board meeting to discuss meal
service.
Councilmember Stillwell attended the South Thurston Economic Development
Initiative (STEDI), the Yelm Public Safety Committee meeting and the Yelm
General Government Committee meeting. Council discussed Non -Profit businesses
being eligible for the CARES ACT funding. Council consensus is that non -profits
businesses can apply for the CARES ACT funds.
Councilmember Wood attended the Transportation Board meeting and the Yelm
Public Safety Committee meeting.
Councilmember DePinto attended the Yelm Public Safety Committee meeting
and the virtual AWC Annual Conference. Councilmember DePinto has been helping
businesses get the hand sanitizer purchased with the CARES ACT funding and
located at the Public Works building. Councilmember DePinto inquired about the
recent requirements from Governor Inslee making It mandatory to wear
facemasks in public and proposed August 15, 2020 date for the Council Retreat.
Councilmember Kaminski attended the Yelm Finance Committee meeting and
the Nisqually River Council meeting.
Mayor Foster is attending the virtual AWC Annual Conference this week, the
AWC Annual Business meeting, the Risk Management Services Association
meeting and the re -opening of the Yelm Senior Center. Mayor Foster encouraged
citizens to apply to the Yelm Community Relief Fund administered by TOGETHER
to assist with finances and businesses apply to the Yelm COVID-19 Business Grant
program to assist with economic hardship or loss of revenue due to COVID-19.
The Splash Pad located at the Yelm City Park will not open until we move to Phase
4. City Hall will be open to the public shortly after moving to Phase 3. Our IT
Department has done a great job getting employees set up to work from home
and some employees will continue to work from home even when we are able to
move Into Phase 3.
