2020.0259.PR0008 Cover_Letter_TCOMM911_Yelm_Water_Tank_09012020 September 1, 2020 City of Yelm Department of Community and Economic Development 106 2nd Street S.E., Yelm, WA 98597 RE: Thurston County 911 Proposed WCF at Yelm Water Tank This cover letter is provided regarding the Site Plan Review Application for WCF Permit requested by Thurston County 911 at 901 Rhoton Rd. NW., referenced as TCOMM911 Yelm Water Tank. TCOMM911 is a project that will upgrade the existing, aging Thurston County emergency system, regarding the 911 system to include enhanced communications and coordination with/between emergency first responders – including police, fire, and emergency medical personnel. TCOMM911 is building a modern system for the growing community of Thurston County, that will provide coverage and reliability. The goal is to make it easier for emergency first responders to do their essential work. For your review, application packet materials include the following:  Site Plans/ Zoning Drawings  Photo simulations  Noise Report  NIER – FCC Compliance  Screening plans/ paint sample  Names and addresses of property owners within 300’  Map of project site with 300’ radius The attached plans reflect the proposed TCOMM911 - Wireless Emergency Communications Facility on the Yelm Water Tank, located in an industrial zoned area of the 7.63 acres parcel #22719210404. The proposal includes the addition of (2) microwave antennas, (4) omni antennas, (1) TTA unit and coaxial cables mounted on an existing 152.8’ water tank. The proposed project will involve the addition of an equipment shelter to house ground base equipment. The shelter measures 11’-8”x24’ and will be anchored to a concrete slab over a stem wall foundation and, elevated 24” above grade. As you will see, for the shelter and all other equipment, this proposal demonstrates compliance with all FEMA flood plain requirements. Also included is a 1000-gallon propane tank mounted on a 6’x17’ concrete pad as well as a Kohler generator, mounted on a 5’x10’ concrete pad elevated 24” above grade; for emergency back-up power in the event of an outage. TCOMM911 Yelm Water Tank LDC, Inc. •Surveying • Engineering •PlanningThe proposed coaxial cables include (5) 7/8”, (1) ½” and (2) 3/8” that will route from the equipment shelter to antennas via ice bridge and cable ladder. The proposed work will not result any substantial change to the water tank and does not require any increase in height to the existing structure. The proposed microwave antennas are light in color and will blend in, virtually undetected given the height of the supporting structure. Additional screening measures are proposed at the base of the structure, located near the shelter where a living arborvitae screen shall provide additional camouflage. Considerations  Proposal will not negatively impact parking, as proposal requires no parking spaces.  The project is compatible with the use of the property and surrounding properties and is needed to advance the 911 and Emergency Communications service levels needed to meet demand for the TCOMM911 Network.  The proposed wireless communications facility will not negatively impact the water tank quality or surrounding area visually and equipment shall blend with the color and functionality of the site.  The proposal complies with all applicable Federal, State, and Local laws and ordinances including FAA and FCC.  The proposal does not include any use or activity incompatible use of an airport or airfield in the area.  The proposal will not result in any negative impacts on the human or natural environments since the facility is in effect a utility and provides essential first responder WCF services and benefits. In closing, TCOMM911 needs the proposed facility to provide adequate emergency first responder wireless services in the City of Yelm and surrounding area.
