1. Mayor Foster called the meeting to order at 6:03 p.m
2. Present: Councilmembers: James Blair, Molly Carmody, EJ Curry, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.
Staff present: Community Development Director Grant Beck, Associate Planner Tami
Merriman, Executive Assistant & Customer Service Manager Kathy Linnemeyer, Finance
Director Heidi MacDonald and City Clerk & HR Manager Lori Lucas.
3. a. Comp Plan Update -Capital Facilities Plan
Tami Merriman, Associate Planner reported that the Growth Management Act requires that
the City's Comprehensive Plan include a Capital Facilities Chapter to establish goals and
policies related to the current and future infrastructure needs of the community. The
Planning Commission reviewed an updated capital facilities list for short term (10 years)
needs and long term (20 years) needs at the July 20, 2020 meeting and held a public
hearing on August 17, 2020. A presentation was given sharing the Capital Facilities list of
current and proposed projects. Ordinance No. 1068 will be on the agenda for September 8,
2020 as an action item.
3. b. Boards and Commissions
Kathy Linnemeyer, Executive Assistant & Customer Service Manager gave a presentation on
the Advisory Boards and Commissions outlined in Appendix 13 of the Mayor and City Council
Protocol Manual. The goal is to create a unified integrated, coordinated approach for
supporting all advisory boards and commissions by November 2020. Currently some of the
advisory boards have not been inactive for some time and are in need of members. Kathy
asked subcommittee members review the list of advisory boards and commissions and
decide if these boards are needed. This will come to Council at an upcoming meeting with
updated recommendations.
3. c. Budget Calendar and Budget Development Process
Heidi MacDonald, Finance Director gave a presentation of the timeline for the 2021-2022
Budget Development schedule and public hearings.
4. Mayors Report —
There is a new button that has been added to the City of Yelm website that gives updated
information on all of our parks.
S. Council Initiatives —
Councilmember Carmody asked that the budget request form go directly to finance
instead of going to the General Government Committee.
Councilmember Wood expressed concern with the recent request for records regarding
the Term Limit Ordinance stating that there were emails to four councilmembers which is a
violation of the Open Public Meeting Act.

Councilmember DePinto would like the subcommittee meetings recorded or at least audio
recorded.
Councilmember Kaminski reported that "Bounty for Families" continue to work with the
Farmer's Market and will be delivering fresh produce on Wednesday's to the Yelm
Community Center, Nisqually Pines office, Rainier Administration office and the Clearwood
Community Main Gate.
