1. Mayor JW Foster called the meeting to order at 6:01 p.m.
Roll Call Present: James Blair, Molly Carmody, EJ Curry, Tad Stillwell, Tracey
Wood, Joe DePinto and Terry Kaminski.

ORDINANCE NO. 1070 ADJUSTING WATER BASE AND USAGE CHARGES TO
PASS ON SAVINGS AND EFFICIENCIES TO THE CITY OF YELM RATE
PAYERS AND RESIDENTS. SECONDED BY EJ CURRY. 7-0, MOTION
CARRIED.
b. Ordinance No. 1071, Public Hearing for 2021-2022 Biennial Budget
At 6:21 p.m., Mayor Foster opened the Public Hearing.
Finance Director Heidi MacDonald gave a presentation on the 2021-2022 Biennial
Budget.
No public comments.
At 6:43 p.m., Mayor Foster closed the Public Hearing
The final Public Hearing on Ordinance No. 1071, 2021-2022 Biennial Budget will
be presented on December 8, 2020 for adoption. Updates and changes are
anticipated between now and December 8 and will be summarized and Appendix I
will be updated prior to adoption.
c. Discussion on Thurston County Economic Development Council (TCEDC) Contract
After much discussion, Council consensus is to re-establish the relationship with
TCEDC in 2021.

a. Resolution No. 608, Updated Mayor and City Council Protocol Manual

CURRY. 6-1 (NO-DEPINTO), MOTION CARRIED.
8. UPDATES -
City Administrator - Michael Grayum
• Christmas in the Park is coming up. A Facebook and web page with more
information will be available soon.
• Staff has begun working on the Habitat Conservation Plan (CHP).
• The CARES ACT documents are being finalized for reimbursement
submittal.
• Upcoming meeting highlights include: Legislative Agenda and a contract
with Thurston County Animal Control.
Councilmember Blair attended the Finance Committee meeting and the Yelm
Public Safety Committee meeting. The Solid Waste Advisory Committee meeting
was cancelled.
Councilmember Carmody attended the Finance Committee meeting and the
Intercity Transit Authority all day zoom meeting.
Councilmember Curry attended the Veteran's Day Celebration at the Yelm City
Park on Veteran's Day.
Councilmember Stillwell attended the South Thurston Economic Development
Initiative meeting and the Yelm Public Safety Committee meeting.
Councilmember Wood attended the Yelm Public Safety Committee meeting and
the Administrative Board of Director for TComm 911 meeting.
Councilmember DePinto attended the Veteran's Day Celebration at the Yelm
City Park on Veteran's Day and will attend the Board of Directors of Economic
Development Council meeting tomorrow.
Councilmember Kaminski attended the Yelm Finance Committee meeting, the
Thurston Thrives Coordinating Council meeting, the Nisqually River Council
meeting and the Bounties for Families event that fed 900 people at the Yelm
Community Center. Councilmember Kaminski thanked the Community for their
generosity in giving to families in need.
Mayor Foster stated that our Community has really stepped up to help families in
need. Mayor Foster shared the "Eat Local Yelm Bingo" card that is sponsored by
the Yelm Chamber of Commerce and encourage everyone to participate. Mayor
Foster reminded Council to please reach out to your alternate if you are unable to
attend your committee meetings.
9. Executive Session -
30 Minutes to discuss Collective Bargaining Negotiations for the FOP. RCW
42.30.140 (4. a. & b.).
At 7:33 p.m., Mayor Foster announced that Council would go into a 30 minute
Executive Session to discuss Collective Bargaining Negotiations for the Police
union.
At 8:04 p.m., Mayor Foster reconvened the regular meeting.
