1. Mayor JW Foster called the meeting to order at 6:01 p.m.
Roll Call Present: EJ Curry, Tad Stillwell, Tracey Wood, Joe DePinto and Terry
Kaminski.
Molly Carmody arrived at 6:05 p.m. and James Blair arrived at 6:21 p.m.

20-115 MOTION BY TRACEY WOOD APPROVING THE CONSENT AGENDA.

a. Public Hearing on the 2021 Property Tax - Ad Valorem Tax for 2021
At 6:05 p.m., Mayor Foster opened the Public Hearing.
Finance Director Heidi MacDonald gave a presentation on the 2021 Property Tax
Ad Valorem.
b. Public Hearing on the 2021-2022 Biennial Budget on Preliminary Budget
Finance Director Heidi MacDonald gave a presentation on the Preliminary Budget
At 6:36 p.m., Mayor Foster closed the Public Hearings on the 2021 Ad Valorem
Property tax and the 2021-2022 Preliminary Budget.
c. Budget Presentations for the Community Development Department and the
Information Technology (IT) Department
Community Development/IT Director Grant Beck gave the presentation for both
departments.
d. Budget Presentation for the Finance Department
Finance Director Heidi MacDonald gave the presentation for the Finance
Department.

8. UPDATES -
City Administrator - Michael Grayum
• Reimbursements for the CARES ACT funding has been submitted.
• Veteran's Day is tomorrow and all offices are closed.

Grant and Michael attended a Joint Water Resource Mitigation Task Force
meeting today. We are the first of five pilot projects submitted. An update
will be given after the first of next year.
Sixty-two new confirmed COVID cases today.
Councilmember Blair will attend the Finance Committee meeting on Thursday.
Councilmember Carmody will attend the Finance Committee meeting and the
Public Works Committee meeting on Thursday. Happy Veterans Day and get your
flu and shingles shots.
Councilmember Curry reported that the Senior Center installed new kitchen
equipment thanks to Senator Becker and their Fall Bazaar was a big success. They
will hold a Turkey Trot this Thursday and have Thanksgiving Dinner on November
19, Councilmember Curry attended the SE Thurston Fire Authority meeting and
attended the Catholic Church's Annual Fall Festival and Auction last Saturday.
Councilmember Wood will attend the TComm meeting on Thursday and the
Transportation Policy Board meeting on November 18.
Councilmember De Pinto attended the Community and Economic Development
Committee meeting and the Board of Directors of Economic Development Council
meeting. Councilmember DePinto thanked Mayor Foster for putting in the
mitigation for the Pocket Gophers into the proposed budget. There is a virtual
Innovation Forecast on December 3. Thank you to all the Veterans for their
service.
Councilmember Kaminski attended the Yelm Planning & Economic Development
Committee meeting. Bounties for Families will be having their annual "Gift of
Gobble" on November 23, please donate if you are able.
Mayor Foster reviewed the Department Budget Presentations, attended the "Best
of Nisqually", and attended the Thurston Regional Planning Council meeting and
the Regional Housing Council meeting. Legislative Priorities will be discussed at
the December Study Session. Mayor Foster thanked all Veterans for their service
and encouraged everyone to drive by the City Park and see all the flags. There will
be a Veterans Ceremony tomorrow at 12:00 p.m. at the Yelm City Park.
