Dear Mr. Mitchell:
The City of Yelm has completed initial review of the Civil Plans, Landscape Plans, and
Stormwater Report submitted with above reference application dated 9/17/2019. The
following are comments from the above referenced plans and need to be addressed on the
future submittal. I have organized these comments by general category.
Stormwater Report:
1. “Basin Summary” in report’s narrative describes only two basins; however,
schematic in WWHM Report reflects three basins and three POCs.
2. WWHM report demonstrates that the infiltration galleries each achieve 100%
infiltration; however, both show they fail to meet the “Duration Flow” requirements.
Think this could be resolved by connecting the POCs to the infiltration galleries
rather than the mitigated basins.
3. Include the sizing of a typical roof drywell in the calculations section.
Planning (Land Use): These comments are reflected on the Cover Page of the
redlined plans – maybe repeated in other sections.

4. * Show driveway placement for lots 53, 79, and 81 east/west property lines.
5. * Offsite wells within 100 feet of the property shall be identified, and well protection
radius provided.
6. * Show location and details for mailbox clusters.
7. * Show location of Yelm Community Schools bus waiting pads.
8. Provide safe pedestrian access from all open space to sidewalks.
Roadway and Stormwater Plans:
9. Provide an “Overall Roadway / Drainage” sheet in the civil plan set. Address the
following on this sheet.
a. Provide safe pedestrian access from open space to sidewalks.
b. Locate any Yelm Community Schools school bus waiting pads.

b. Driveway placement for lots 53, 79, and 81.
Utility Plans:
10. Provide an “Overall Utility Plan” sheet in the civil plan set.
11. The existing STEP main in Mountain View Road is actually a 3” main.
12. It is unclear why water and sewer mains appear to be proposed to be installed flat
rather than continuing to maintain respective minimum cover in Road “A” between
STA 12+50 & STA 15+25.
13. There was some concern in discussion with the sewer department that with setbacks
currently shown how well STEP tanks will fit on some of the lots. Please provide an
Exhibit of a typical lot site plans, one for a lot with a sidewalk and one without a
sidewalk.
14. The City of Yelm Development Guidelines are currently under revision so while
currently published the water and sewer details shown are not the most current
available. I have emailed the current details to AHBL Engineers. Please replace the
current details as reflected in the redlined plans.
15. I have emailed the current Water and Sewer General Notes to AHBL Engineers.
Please replace the General Notes as reflected in the redlined plans.
Signing and Lighting Plans:
16. Request that lighting and signing be submitted as separate plans rather than as a
combined sheet.
17. “The applicant shall contact Intolight to provide a lighting design plan for review and
approval.” – Ref. Hearing Examiner Decision dated July 18, 2019.
a. This Lighting plan should include placement of wiring conduit, and power
connections.
b. Line loss, spacing, and uniformity ratio calculations should also be submitted.
c. See Yelm Development Guidelines Chapter 4E Illumination for Street
Lighting design standards.
18. Suggest using table format for signs and luminaries.
Landscape Plans:
19. Open space does not include active recreation component. Ref Hearing Examiner
Condition 10
20. Tracts A and B shall be improved with outdoor recreation equipment approved by
staff.
21. Pathways from open space do not provide access to public sidewalk, cannot just
dead-end onto a street
22. Revise notes for street landscaping specifications to conform to Yelm Municipal
Code Section 18.55.020-C Streetscapes. Excerpt provided in redlined landscape
plans.
23. Add City of Yelm Street tree detail 4-19.
24. Identify the type II perimeter fencing that includes best construction methods for
fencing, streetscape landscape, and appropriate landscape for park areas. Ref
Hearing Examiner Condition 11
Misc. Information:
25. Change the approval block on the civil engineering plans to be a blank box. Civil
Review Engineer will affix digital approval stamp here. (typical all sheets)
