TUESDAY, APRIL 6, 2021 6:00 P.M.
VIRTUAL & IN PERSON
1. Mayor Foster called the meeting to order at 6:03 p.m.
2. Present: Councilmembers: James Blair, Molly Carmody, EJ Curry, Tracey Wood, Joe
DePinto and Terry Kaminski.
Staff present: Public Works Director Cody Colt, Community Development Director Grant
Beck, Program and Project Manager Pat Hughes, Associate Planner Tami Merriman, Court
Administrator Sonia Ramirez, Executive Assistant and Customer Service Manager Kathy
Linnemeyer, Assistant Planner Casey Mauch and City Clerk & HR Manager Lori Lucas.
Grant Beck introduced Casey Mauch as the new Assistant Planner. Casey's first day was
April 1, 2021.
3. a. Request to Circulate Annexation Petition Discussion
Tami Merriman, Associate Planner started the discussion regarding Glenn Schorno's 10 acre
parcel that he would like to annex into the City. Mr. Schorno was available to answer any
questions and participate in the discussion. This item was discussed at great length and will
be brought to Council on April 13, 2021 for their consideration.
3. b. Court Probation Services Presentation
Sonia Ramirez, Court Administrator gave a presentation explaining why a Probation Officer
is needed, the duties of the position and how this position will be funded. The goal is to offer
a resource that will assist offenders in identifying and accessing court ordered services
available to them to reduce recidivism. The expected result will be a decrease in repeat
arrests from the police department side in addition to repeat court hearings. This item will
come before Council in the future for their consideration.
3. c. Boards and Commissions
Executive Assistant and Customer Service Manager Kathy Linnemeyer gave an update to
Council on the Boards and Commissions. There will be documents coming before Council at
the April 13, 2021 meeting for their approval. There will be a Resolution to repeal Resolution
No. 379 which created the Rail Advisory Committee and a Resolution to update the Mayor
and Council Protocol Manual. An Ordinance will also be submitted updating the Yelm
Municipal Code with the above changes.
3. d. Council Process for filling Vacancy for Position No. 4
Council discussed different options and processes for choosing a candidate to fill Position
No. 4. The Council application has been advertised and is open until April 16, 2021. Once
applications have been received and distributed to Council for their review, the Council will
be asked to take action at the April 27, 2021 meeting.
3. e. 640 Acres Update & Purchase by 2024
Mayor Foster gave an overview of the 640 Acres that could be acquired from the Local
Improvement District (LID) in the future. Discussion followed on proposed uses for the
property. The property is currently zoned Master Planned Community. The LID closes in
2026 with final assessments due 2024. More information to come in the future.

4. Mayors Report — No report
S. Council Initiatives —
Councilmember Blair will not be attending the meetings in person until the mask mandate
is lifted. Discussion from Council followed about masks, social distancing and in person
meetings.
Councilmember Carmody attended the Intercity Transit Authority Board meeting and
reported that they are laying the final beam in the Paddison Street Project.
Councilmember Wood stated the new sidewalks along Mill Road are amazing but there is
one section that has not been done and voiced safety concerns. Councilmember Wood also
stated that everyone should question the mask mandate.
Councilmember DePinto likes the hybrid approach to the Council meetings and will
continue to attend in person.
