Parcel # 64303100500 Case # 2019.0051 Good Afternoon, As we have previously discussed, Marathon Development is requesting additional consideration to modify the existing Notice of Decision 2019.0051 to a Planned Residential Development YMC 18.14.080 and to seek approval for a density bonus of 20% or 10 units per YMC 18.64.020 (2), qualified by the addition of a dog park. 18.14.080 Planned residential development. A. When Required. A planned residential development overlay is required to vary from the development regulations of the zoning district in which it is located. B. Decision Making Authority. The hearing examiner shall process planned residential developments as provided in Chapter 18.10 YMC. C. Criteria for Approval. A planned residential development shall be approved if: 1. It is consistent with the goals and policies of the city of Yelm comprehensive plan. • See Comprehensive Plan page 19. The proposed PRD meets Goal 1 and policy 1.1, 1.4 and 1.8. Goal 7 and policy 7.1 and 7.2 and Goal 9 policy 9.7. 2. It meets minimum requirements for fire and life safety; • The Notice of Decision, Case# 2019.0051 approved the site plan with fire and life safety concerns vetted and approved by the City of Yelm. 3. It provides adequate provisions for utilities and other public services, roads, streets and sidewalks necessary to serve the needs of the development; • The Notice of Decision, Case# 2019.0051 contemplated the full completion of the new reroute of SR 510. The subject property fronts 170th St. SE/ SR 510 the New Yelm 160 NW GILMAN BLVD STE 248 | ISSAQUAH, WA 98027 | PH: 425.747.9952 | FX: 425.675.4599 www.marathondev.com Loop which creates a new thoroughfare for the City of Yelm. The increase traffic efficiency adds pedestrian, cycle, and turn lanes to Nisqually Landing’s street frontage 4. There are no unavoidable impacts to adjoining streets and neighborhoods; • There are no unavoidable impacts to the adjoining streets and neighborhoods. The SR 510 Loop is a WA DOT design has been reviewed and approved by the City of Yelm. 5. The development creates no greater burden on present and public utilities and services than would result from traditional development; • No additional burden is being placed on present or public utilities and services. The new SR 510 will have new utility infrastructure installed in front of the subject property that is sized to accommodate the proposed growth and use of utilities for many years to come. 6. The development is better than that resulting from traditional development. Care was taken in developing the modification to the Notice of Decision, Case # 2019.0051 Garage impervious areas have been modified to include building #3. The number of garages has declined from 44 to 30 to accommodate the increase of density from 50 to 60 dwelling units. To enhance Nisqually Landing for residents and guests a new sport court/basketball court has been added abutting 170th St. SE. Drive isles have been increased to 26’. The previously approved open storm pond has been eliminated and large drainage pipes proposed leaving a flat, grassed and landscaped area for a resident and guest playground and dog park. A new dog wash station will be included to accommodate Nisqually Landings four legged residents. A gate will be added to the fenced dog park area that opens to the large field to allow dogs to run under the control of their owners. No improvements of any kind will be built in the high ground water area. The resulting development is better than the approved site plan as it allows the residents outdoor recreation via the sports court and dog park. Nisqually Landing Apartments will be owned by Nisqually Landing, LLC. Ownership will remain under Nisqually Landing, LLC throughout the duration of construction, lease-up, and operations.
