1.. Mayor JW Foster called the meeting to order at 6:02 p.m.
Roll Call Present: Molly Carmody, EJ Curry, Tracey Wood, Joe DePinto, James Blair and
Terry Kaminski.
2. Agenda Approval
21-053 MOTION BY EJ CURRY APPROVING THE AGENDA AS PRESENTED. SECONDED BY
TRACEY WOOD. 6-0, MOTION CARRIED.
3. Special Presentations —
March 2021 Student of the Month —Joseph Harrison
2021 Police Week and Peace Officers Memorial Day Proclamation — Mayor, JW Foster
read the proclamation into the record.

21-054 MOTION BY EJ CURRY APPROVING THE CONSENT AGENDA. SECONDED BY JOE
DEPINTO.6-0, MOTION CARRIED.
6. New Business —
a. Authorization to Proceed with Water System Plan Update
21-055 MOTION BY TRACEY WOOD TO AUTHORIZE MAYOR FOSTER TO ENTER INTO A
PROFESSIONAL SERVICES AGREEMENT WITH RH2, INC. FOR AN AMOUNT NOT TO
EXCEED $150,150 FOR PREPARATION OF THE 2021 UPDATE TO THE CITY'S WATER
SYSTEM PLAN. SECONDED BY EJ CURRY. 6-0 MOTION CARRIED
b. Public Services Agreement with Joint Animal Services for animal control services.
21-056 MOTION BY JOE DEPINTO TO AUTHORIZE MAYOR FOSTER TO ENTER INTO A PUBLIC
SERVICES AGREEMENT WITH JOINT ANIMAL SERVICES TO PROVIDE ANIMAL
CONTROL SERVICES FOR 2021. SECONDED BY TERRY KAMINSKI. 6-0 MOTION
CARRIED
7. Old Business —
a. 2021 Yelm City Council Position No. 4 Interviews — Applicants addressed Council for
three to five minutes to present their credentials and Councilmembers followed up
with additional questions. The following applicants were interviewed Holly Smith,

Brian Hess, Steffen Burney, Jalane McAtee, Kelsee Dodson -Carter, Line Roy
(Critchfield), Kayla Russell, Wilburn Hutcheson and Joseph Richardson.
8. UPDATES —
City Administrator —Michael Grayum
• Gave an overview of the vacancies on the citizen Boards and Commissions,
encouraged citizen to apply, and emphasized the importance of volunteering.
• Will be working with Senator Murray and Cantwell's offices to continue pursuing
federal funding where we are one of 10 finalists that Congresswoman Strickland
will advance.
• Excited to have our new Finance Director, Stephanie Dice who will be working to
finalize the 2021-2022 Budget document, preparing quarterly budget
amendments and scheduling a Finance Committee meeting.
• Signs have been installed at Cochrane Park with QR codes for residents to scan
and get the latest information.
• Additional electric outlets are being installed at Yelm City Park to accommodate
additional Christmas lights.
• A new security system is being installed at City Hall.
Councilmember Blair— Has returned from a long business trip,
Councilmember Carmody — Attended the Intercity Transit meeting and received
communications from the public stating that there should be a formal policy adopted
on the Councilmember replacement process.
Councilmember Curry — The Senior Center has received a Capital Improvement grant
to fix the gutters and walls, will be attending the Boys and Girls Club breakfast and
the Public Works Committee on Thursday.
Councilmember DePinto — Thanked the Council applicants for stepping up to serve
the community and announced that the Public Works Committee will meet on
Thursday.
Councilmember Kaminski — Thanked all the Council applicants who showed up and
stated that it will be a hard decision to make.
Councilmember Wood — Transportation Policy Board will meet on Wednesday and
he is in favor of the current process of selecting a new Councilmember.

Mayor JW Foster — The Police Department gave a presentation on crime trends and
Kathy Linnemeyer talked about the vacancies on the Boards and Commissions and
the Chamber of Commerce meeting today.
9. Executive Session — None scheduled

MOTION CARRIED.
