I have completed the 3 review for CPR 2019.0447.CI0005 Deschutes Coffee Co and I regrettably have to say that not
much progress towards approval has been made. I did not receive a response letter to accompany the last revised
document submission so I am not sure where the status of many of the requested items requested in CPR 2 Letter
6.17.2020.
I am also not sure how you have task organized this project but would request on the next submission that one person
collects all revised and additionally requested documents and submits them with a response letter that describes what
actions were taken to address each item in CPR 3 Letter 9.18.2020.
Landscape plans had been previously approved but because the layout has significantly changed; I am asking that they
be revised to reflect the current proposed layout. I work mostly remote from home so cell phone or email is the best
method to reach me if you have any questions. Thank you and hope you have a good weekend.

If you are thinking to demolish the house, and subdivide, then a short subdivision process is what you need to do.
You may remember that the house is on a parcel more than 1 acre, and is considered a pre-existing non-conforming
use. We cannot subdivide the property to create a residential parcel, as it doesn’t meet code.
So, if the house was converted to a commercial use, or demolished, then we could divide the property. The short
subdivision would be pretty easy to accomplish, and off the top of my head, probably would require a shared parking lot
access (similar to Autozone/Dairy Queen.
You will need to hire a surveyor to mark property boundaries and create the legal descriptions and map to be
recorded. We can review preliminary and final subdivision at the same time. Saves time and money.

I had previously sent the attached formal comment letter, related markup plans, and Std Dwg’s but I was made aware of
some additional concerns shortly after sending them. I attempted to recall the message but I not certain that it was
successful. The comments in the attached letter are still valid; however, the following concern will need to be addressed
before any permits can be issued for this project.
The original Site Plan Approval for this project was granted based on a proposal that a connection to sewer & water
were not proposed and the first civil plans reflected this as well. These revised plans now included an expansion of the
current water & sewer service. System development charges for sewer and water are required to be paid in advance per
Equivalent Residential Unit (ERU; 1 = 875 cf per month). Based on brief review of utility bills of other coffee stands
within the City of Yelm, it appears that the proposed coffee stand will increase the usage of the existing system by 1 ERU
and water and sewer system development charge will be due unless supporting documentation can be provided that the
total consumption of the retail business and the proposed coffee stand do not exceed 1 ERU. The current system
development fee schedule is,
Water (per ERU) $6,725.07
Sewer (per ERU) $6,394.00

I was preparing the Notice of Application for your coffee stand at bud barn and found
that the mailing labels you provided have only the site address, not the mailing address
of the property owners.
Please provide update mailing labels for property owners to include
Administrative permits:
□ The names and mailing addresses of owners of record for all land within 300 feet
of the boundaries of the property on which the development is proposed. You
must include:
A map showing the project site and 300 foot radius (available online from
Thurston County www.geodata.org).
Avery 5160 or equivalent mailing labels typed on a letter sized label
sheet. Labels must include the tax parcel number, owner’s name, and mailing
address.
