Attached please find the Civil Engineering Approval Letter, Approved for Construction Civil Plans, and the
final CPR Invoice for City of Yelm Development Project # LD 2020.0017 Leah’s Landing.
As was discussed with Tami earlier the City is OK with allowing this project to move into the construction
phase prior to the approval of Landscape Plans. The next step is to schedule a pre-construction meeting, I will
the one to coordinate this with for the City. The meeting can be conducted on site if you wish or I can arrange
for the conference room in our Public Works Facility that is equipped with cameras, speakers, and
microphones that will allow for participants to attend in person or through Zoom. Just let me know your
preference. Tuesdays and Thursday mornings are usually the best time for us but are willing to work with you
to find a time that works.
I do request that one full size plot of the Construction Plans be provided to the Public Works, prior to or at the
pre-construction meeting. Payment of the final invoice is required prior to the pre-construction meeting.

Hi Derek. Thanks for your quick response. We could squeeze in a hammerhead turnaround at around Sta.
23+40 with the 60’ legs heading northerly and easterly (“Acceptable Alternative to 120’ Hammerhead” in the
IFC). This would be a simple change and would not affect the lot layout. In other jurisdictions hammerheads
have been accepted if it’s on a road that has the possibility of being extended in the future.

I am about to head out for the day but I will give you a call later this week to discuss this a little more in detail
in how this comment came about. It is one that came from a new Fire Authority inspector that highlighted an
issue with our development standards and I knew that this was one that is going to have a significant impact
on the project. I have some ideas of how to resolve it and plan to discuss it with the SPRC at our weekly
huddle on Thursdays.

Hi Derek. Thanks for quick review of this project! Regarding comment #6 - the table on Page 7 of the city’s
2019 engineering specifications and standard details specify a cul-de-sac radius of 38’ which is what we’ve
proposed since the beginning of the project. A 48’ radius plus another ±12’ for planter, sidewalk, etc. (120’
total diameter) would require we eliminate Lots 5 & 6. The overall parcel width narrows up to 186’ at the

east end so a 120’ diameter cul-de-sac takes up a large chunk of that. What’s needed to keep the radius at
38’? For what it’s worth this cul-de-sac would go away when the parcel to the east develops.

Good morning Derek. What exactly would be needed for formal landscaping other than street trees (called
out in Construction Note #8 on Sheet C1.3)? We’re proposing a perimeter fence in lieu of the 8’ perimeter
landscaping, the active recreation component is called out in Construction Note #11 on Sheet C1.3, and there
are no above-grade stormwater facilities. After thinking about the recreation component some more we
should probably add a picnic table or other sitting area near the sports court or playground.

Hi Derek. Thanks for your quick response. We could squeeze in a hammerhead turnaround at around
Sta. 23+40 with the 60’ legs heading northerly and easterly (“Acceptable Alternative to 120’
Hammerhead” in the IFC). This would be a simple change and would not affect the lot layout. In other
jurisdictions hammerheads have been accepted if it’s on a road that has the possibility of being extended
in the future.

Hi Derek. Thanks for quick review of this project! Regarding comment #6 - the table on Page 7 of the
city’s 2019 engineering specifications and standard details specify a cul-de-sac radius of 38’ which is
what we’ve proposed since the beginning of the project. A 48’ radius plus another ±12’ for planter,
sidewalk, etc. (120’ total diameter) would require we eliminate Lots 5 & 6. The overall parcel width
narrows up to 186’ at the east end so a 120’ diameter cul-de-sac takes up a large chunk of that. What’s
needed to keep the radius at 38’? For what it’s worth this cul-de-sac would go away when the parcel to
the east develops.

Good morning Derek. What exactly would be needed for formal landscaping other than street trees
(called out in Construction Note #8 on Sheet C1.3)? We’re proposing a perimeter fence in lieu of the 8’
perimeter landscaping, the active recreation component is called out in Construction Note #11 on Sheet
C1.3, and there are no above-grade stormwater facilities. After thinking about the recreation component
some more we should probably add a picnic table or other sitting area near the sports court or playground.

Good morning Derek. What exactly would be needed for formal landscaping other than street trees (called
out in Construction Note #8 on Sheet C1.3)? We’re proposing a perimeter fence in lieu of the 8’ perimeter
landscaping, the active recreation component is called out in Construction Note #11 on Sheet C1.3, and
there are no above-grade stormwater facilities. After thinking about the recreation component some more
we should probably add a picnic table or other sitting area near the sports court or playground.

Apologize that it took me a bit to respond to your email. There has been a significant increase in development
review as of late and it took me a bit to gather comments. Rather than issuing a formal comment letter I will
be providing the few second round comments by means of this email.
Civil Plans: (See attached markups)
The only comment that I had from the revised plans were on the proposed hammerhead. Plans should
add markings and/or signs for “No Parking” in front of the turn-around. The plans should also detail
that a gravel surface for the turn-around will not be permitted.

highlighted an issue with our development standards and I knew that this was one that is going to have a

Good morning Derek. What exactly would be needed for formal landscaping other than street trees (called
out in Construction Note #8 on Sheet C1.3)? We’re proposing a perimeter fence in lieu of the 8’ perimeter
landscaping, the active recreation component is called out in Construction Note #11 on Sheet C1.3, and there
are no above-grade stormwater facilities. After thinking about the recreation component some more we
should probably add a picnic table or other sitting area near the sports court or playground.

Hi Derek. Thanks for your quick response. We could squeeze in a hammerhead turnaround at around Sta.
23+40 with the 60’ legs heading northerly and easterly (“Acceptable Alternative to 120’ Hammerhead” in the
IFC). This would be a simple change and would not affect the lot layout. In other jurisdictions hammerheads
have been accepted if it’s on a road that has the possibility of being extended in the future.

in how this comment came about. It is one that came from a new Fire Authority inspector that highlighted an
issue with our development standards and I knew that this was one that is going to have a significant impact on

Hi Derek. Thanks for quick review of this project! Regarding comment #6 - the table on Page 7 of the city’s
2019 engineering specifications and standard details specify a cul-de-sac radius of 38’ which is what we’ve
proposed since the beginning of the project. A 48’ radius plus another ±12’ for planter, sidewalk, etc. (120’
total diameter) would require we eliminate Lots 5 & 6. The overall parcel width narrows up to 186’ at the east
end so a 120’ diameter cul-de-sac takes up a large chunk of that. What’s needed to keep the radius at 38’? For
what it’s worth this cul-de-sac would go away when the parcel to the east develops.

We plan to subdivide but until water rights are available we will do the spr.
We do not have building plans at this time but will be 2 story duplexes so we will not be more than 30' in
height.
Step tanks are proposed in the front yard and we will have the building plans designed to meet the minimum
requirements for step tanks.

I wanted to put in a public comment for the development proposal of Leah's Landing at 10548
Mill Road. My family and I live at 10638 Mill Road, which is behind this development and up
the hill. My father, aunt and uncle all own adjoining properties. We are very concerned with the
number of people and potential dogs that this development will bring. We all share the adjacent
field that supports a large garden and barn area. Our concern is that people and/or their dogs will
wander into the field and/or use the field for activities. We have already had issues with this from
people wandering off the street and have since put up No Trespassing signs. On the proposal it
says that there is a landscape area or fence proposed. We feel very strongly that a fence would be

the only measure that would address our concerns. We own chickens and other animals (as do
our neighbors), and it would be detrimental if a dog were to wander onto the property.

Hi Tami,
I wanted to put in a public comment for the development proposal of Leah's Landing at 10548 Mill Road. My
family and I live at 10638 Mill Road, which is behind this development and up the hill. My father, aunt and
uncle all own adjoining properties. We are very concerned with the number of people and potential dogs that
this development will bring. We all share the adjacent field that supports a large garden and barn area. Our
concern is that people and/or their dogs will wander into the field and/or use the field for activities. We have
already had issues with this from people wandering off the street and have since put up No Trespassing signs.
On the proposal it says that there is a landscape area or fence proposed. We feel very strongly that a fence
would be the only measure that would address our concerns. We own chickens and other animals (as do our
neighbors), and it would be detrimental if a dog were to wander onto the property.

Good morning Tami. We were hoping to propose a 27.5’ wide roadway (to meet emergency vehicle access width
requirement of 20’ while still providing for a 7.5’ parking lane) with a sidewalk along the north side. This road would
butt up against the south property line. So, any future development of the parcel to the south would simply widen the
road from 27.5’ to 37’.
I couldn’t find a definition of “half street” in the city’s code but found one in the development guidelines - "Half-Street"
Street constructed along an edge of development utilizing half the regular width of the Right-of-Way and permitted as
an interim facility pending construction of the other half of the street by the adjacent owner.”. We’re proposing a 70%
street : )
If this isn’t acceptable is a variance request an option?
