See Ubi’s comments below, this access would stay the same but be an emergency access only so the City’s gate could
remain in its current location.

We had a conversation with the city before about using the entrance from easement side as employees and fire
department only access , and we said we don’t mind keeping the existing road gate that had been installed by the city
on the easement road!

where the City easement is located, was going to change and that we would not need to move the gate. Something

We met with the Chief of the South East Thurston Fire Authority. They said that the existing hydrants are adequate if
you could provide turning radius into the site at your internal entrances, and providing a 20 foot “fire lane” along the
inside of the site.
Their finding is that they wouldn’t fight the fire from the road, but from your access points.

Our fire marshal looked at the plans and found that the fence blocks the access to all three fire hydrants.
The storage building to the left of the parking lot is the only building that meets the 150’ hose pull to its most remote
location.
You will need to show how you intend to meet the 150’ hose pull requirements for all buildings on the property and
provide access including a 5’ clearing around all the hydrants.

final review comments. However these comments may affect your clear and grade sheets. Please confirm that any

The City is willing to issue an early clearing and grading permit with the following:
1. Update grading and TESC plans if required from peer review comments
2. All BMP’s are installed and approved by City before grading begins
3. Written statement of where spoils will be placed or taken

We had a conversation with the city before about using the entrance from easement side as employees and fire

We met with the Chief of the South East Thurston Fire Authority. They said that the existing hydrants are adequate if
you could provide turning radius into the site at your internal entrances, and providing a 20 foot “fire lane” along the
inside of the site.
Their finding is that they wouldn’t fight the fire from the road, but from your access points.

Civil Plans Review Process among other things.
All parties have completed this last round of review of the civil plans and have only one comment reference radius to
provide for fire access. (see markup on sheet C1.1 of attached redlines)
Landscape plans were also reviewed by Tami and those redlines are attached as well.
Please provide final sets of Revised Civil and Landscape Plans along with a full revised Drainage Report for City

We met with the Chief of the South East Thurston Fire Authority. They said that the existing hydrants are adequate if
you could provide turning radius into the site at your internal entrances, and providing a 20 foot “fire lane” along the
inside of the site.
Their finding is that they wouldn’t fight the fire from the road, but from your access points.

Our fire marshal looked at the plans and found that the fence blocks the access to all three fire hydrants.
The storage building to the left of the parking lot is the only building that meets the 150’ hose pull to its most remote
location.
You will need to show how you intend to meet the 150’ hose pull requirements for all buildings on the property and
provide access including a 5’ clearing around all the hydrants.

What they are proposing is allowed per the code and they would flow onto the adjacent parcel. Since these are 100%
infiltration systems, the overflow is only used in the event of system failure. Therefore, they just need a safe path of
travel for the emergency condition. Since the drainage would go where it currently goes in their design, this is a
reasonable solution. At least that is the interpretation that we have used with other jurisdictions where we have had
similar issues. I could ask them to show me the ultimate location of the flow. They provided the attached map but it
doesn’t show what water body it would ultimately end up in. However, given the high permeability of Yelm soils, I
doubt any emergency flow would get far before infiltrating. Now in the future should those adjacent parcels that the
flow would travel through would have to address this off-site flow potential. This would have to have been addressed
anyway even if the NPR site was undeveloped because its flow goes to these parcels.
I am also not super worried as these facilities were designed on a much smaller infiltration rate than was measured at
the site. As long as they don’t allow the facilities to silt up, they should not fail. I am also not sure what there
alternative would be. I am assuming there is not municipal ditch or pipe they could connect to in this area.

Actually, you will need to speak with your engineer about the cost of underground stormwater treatment as opposed to
above ground swales. As long as it meets the 2014 DOE manual, we can accept it. Some types of underground
treatment are BayFilters or Aqua Swirl.
You will need to determine if the extra available ground is worth the cost of underground treatment.

Attached please find 2 comment letters from reviewing engineer on ICE Civil plans and pollution source control.
I believe at this point, when the comments are addressed, you can submit a clean set of plans for signature. When plans
are signed, we can issue the building permit for the last building. When you resubmit your plans for signature, it would
be extremely helpful to have a letter with response to comments, so that we can review quickly. Our reviewing engineer
is out of the office 12/22/18 – 1/2/19. Also, our offices will be closed the week of 12/31/18 – 1/3/19 as we are moving
City Hall to a different building. Email will be off and on during that time.
Rob: We have not receive any information for the hot works report. I think that is the final piece of the review that we
must do.

An 8 foot perimeter landscape is a standard requirement of any land use approval.\[Section 18.55.020(B)\] There is
additional perimeter landscaping required of 10 feet when the industrial property is adjacent to residential or
institutional property \[Section 18.39.040(H)\]
The code at Section 18.61.050 states that chain link fencing is prohibited when visible from the street. The discussion
we had was regarding the wire fencing in place of chain link where visible from the ROW. We would allow the wire
fencing if the perimeter landscape was done in a way to improve the look of the wire fencing as an option.
Section 18.51.050(B) states that outside storage shall be effectively fenced and screened. If Ubi would like to use chain
link and not solid wood fencing, which is what he said, then it needs to be effectively screened. This can be achieved
using the required perimeter landscape. Other developments used Leyland Cypress trees to screen the fencing.

In talking with Ubi it was his understanding based on discussions with you that the 8 foot screening was only need for
the area visible from the ROW because the property is surrounding by industrial zoned property. If there was
commercial or residential zoned property adjacent to the site I would see the importance of screening. I don’t recall any
other jurisdiction that requires an 8 foot screening against other properties that are industrial zoned. He will likely be
visiting you on Friday about this issue.

Hi Tami,
Did Ubi’s answers satisfy your questions. There is three hydrants across our frontage so the buildings are definitely
covered for fire flow. Also, who would I talk to about the frontage improvements? We were looking at the design the
existing lane cross slopes are between 3 and 4% in grade, I would like to verify what we need to design to. Match
existing or do we need to have a 2% cross slope on the new half street section of road and transition at either end to the
steep cross slope?
Also, do you have an eta on the SEPA determination?

I am mapping all the industrial properties in the area and noticed my property on the county site is listed as light
industrial as are the ones along Canal. The colored County map shows my property with 2 colors. A lighter color along
Canal that matches the other light industrial and a darker color that matches the Industrial properties along Northern
Pacific Rd.
Am I dual zoned?
So water is not restricted to commercial zones like residential?

You will need to have the surveyor put in the row description for the deed.
Don’t forget to include the stormwater maintenance checklist with the stormwater agreement.

no need to write a legal for the lines, just the property legal description.
