They said that the existing hydrants are adequate if you could provide turning radius into the site at your internal entrances, and providing a 20 foot “fire lane” along the inside of the site. Since these are 100% infiltration systems, the overflow is only used in the event of system failure. Therefore, they just need a safe path of travel for the emergency condition. Since the drainage would go where it currently goes in their design, this is a reasonable solution. At least that is the interpretation that we have used with other jurisdictions where we have had similar issues. I could ask them to show me the ultimate location of the flow. They provided the attached map but it doesn’t show what water body it would ultimately end up in. However, given the high permeability of Yelm soils, I doubt any emergency flow would get far before infiltrating. Now in the future should those adjacent parcels that the flow would travel through would have to address this off-site flow potential. This would have to have been addressed anyway even if the NPR site was undeveloped because its flow goes to these parcels. I am also not super worried as these facilities were designed on a much smaller infiltration rate than was measured at the site. As long as they don’t allow the facilities to silt up, they should not fail. I am also not sure what there alternative would be. I am assuming there is not municipal ditch or pipe they could connect to in this area. Let me know if you want to discuss further. The discussion we had was regarding the wire fencing in place of chain link where visible from the ROW. We would allow the wire fencing if the perimeter landscape was done in a way to improve the look of the wire fencing as an option. Section 18.51.050(B) states that outside storage shall be effectively fenced and screened. If Ubi would like to use chain link and not solid wood fencing, which is what he said, then it needs to be effectively screened. This can be achieved using the required perimeter landscape. If there was commercial or residential zoned property adjacent to the site I would see the importance of screening.
