Site preparation will require grading activities for
access ways, building pads, etc. Approximately
50,000 cubic yards of fill and 1,500 cubic yards
of cut will be necessary for the completed
project.
No additional impacts are proposed. Minor
grading may be needed to prepare the site for
installation of building foundations. No fills are
proposed. No additional impervious surface is
proposed.

temporary exhaust and dust particle emissions
associated with construction activity.

located along the eastern property line of the
proposed project.
The project site, which is situated on the west
side of the original mixed use development, is
over 200 feet from the stream and associated
wetland. Developed conditions, which inlude the
Tustin Apartments, exist between the project

underground storm water infiltration system.
The stormwater will flow through catch basins
located in drive aisles to through a treatment
system before being conveyed to the
underground detention system.
A City-approved storm drainage system was
previously designed and constructed to handle
runoff from the entire project at full build-out in
order to mitigate any adverse impacts from
stormwater runoff. The proposed project will
connect to this existing system. During
construction, temporary erosion control
measures will be used. After construction, all
site runoff will continue to be directed to the
permanent storm water collection/treatment
facility.
All existing vegetation outside the wetland buffer
will be removed. A professionally-designed
landscape plan will incorporate native species
and incorporate complementary landscape
material.
Some of the existing landscaping will be
removed to accommodate the proposed new
improvements. Once construction is complete,
new plantings will be added to restore
landscape buffers around the site.
No threatened or endangered species are
known to exist on or near the project site.
Maps indicate the property contains soils
moderately suitable as habitat for the Mazama
Pocket Gopher, a protected species listed on
the Washington Priority Species and Habitat
List as well as the Federal Threatened Species
List. The site has been developed, is mostly
paved with graded building pads. Visual
reconnaissance shows no evidence of gopher
activity.

ENVIRONMENTAL
IMPACTS
The completed project would add 162 units of
low- to middle-income housing.
No additional impacts are proposed.
The project will be designed to be consistent
with the City of Yelm Guidelines. Proposed
structures will not exceed allowed height limits.
The height of the building will be approximately
40 feet. The exterior of the building will be
concrete modular units (CMU) and metal siding.
The exterior will feature alternating colors and
materials and a parapet roof line topped with a
cornice and featuring transitions in height. The
structure will be of a scale and size that will be
compatible with the surrounding buildings.
Colors will be tasteful and residential in theme.
Light and glare will originate from reflective
surfaces, exterior lighting and light from
vehicles using the site.
No additional impacts are proposed. Some
lighting may be used to enhance the security of
the buildings at night, but the effect on
surrounding properties will be minimal. These
impacts would occur primarily in the evening
and before dawn.
No recreational uses will be displaced by this
project.

No historical or cultural items of significance are
known in the vicinity.

streets. Frontage improvements will be provided
along Creek St SE.

At this time there are no proposed measures to
reduce or control impacts.
Self-storage is one of the lowest traffic
generators and has less traffic than typical
retail, office, business and even residential
subdivisions. According to previous traffic
studies conducted by the applicant, similar-
sized storage facilities generate as few as 10-15
PM peak hour trips.ParkingThe proposed project will provide a total of
approximately 527 parking stalls for the entire
mixed use development. The proposal will
eliminate only the parking stall associated with
the existing use and accessory buildings.
The project would eliminate the existing parking
lot improvements and 71 parking spaces to
make way for the new structure, but would add
24 new parking stalls: 8 near the retail/leasing
office, 5 in the loading bay, and 11 near the exit
gate. Parking for the entire project will meet City
requirements for retail (1 stall per 250 square
feet of gross floor area) and general industrial
use (1 space per employee based on the
greatest number of employees on a single shift,
plus one for each vehicle owned or operated by
the company).

IMPACTS
Residential developments create the need for
increased public services, such as fire and
police protection; plus there will be an increased
demand on the local school district, as well as
healthcare providers.
No additional impacts are proposed at this time.
In fact, the current proposal will have even less
of an impact on public services. Self-storage is
a low-intensity use. The number of people
present at any time on the site that may require
emergency services (such as fire, health, and
police services) is relatively small compared to
other types of land uses.
The proposed project will use the following
utilities: Electricity, water, refuse, telephone,
sanitary sewer.
No additional impacts are proposed. All utilities,
including sewer and water, were extended
throughout the site as part of the previous
development proposal. Utility connections may
need to be reloacated to serve the proposed
building.
