CWPP 1.2(d) requires that development occurring within unincorporated urban growth areas to conform to the development standards of the associated city or town with the explanation that development short of this requirement mây cause the larger soCiety to bear the expense of rehofitting the development to meet urban standards (i.e. water, sewèr, storm water and roadways) upon eventual annexation. Please note a road encroachment permit shall be acquired from the Roads Development Review Section prior to any construction within county right-of-way, including improvements to the roadway shoulders, ditches, and installation of culverts. The standard road section per Appendix 6-A of the January l,lgggedition of the d shall be constructed for this application. 6. A cul-de-sac is required to be constructed at the end of the road. The cul-de-sac shall have a minimum 45-foot surfaced radius, centered within a minimum 55-foot right-oÊ way radius, to provide an adequate radius to allow emergency, utility, or other large vehicles the necessary arca to furn around without backing out. DRAINAGE STANDARDS 7. Storm water runoff shall be controlled through all phases of the project by facilities designed to control the quality and quantity of discharges and shall not alter nor impact any existing drainage or other properties. Existing drainage routes shall be provided for with storm water easements, accurately reflected on the final record drawings and final plat map if the project is subdivision. 8. All drainage facilities outside of the County right-oÊway shall remain private and be maintained by the developer and/or the homeowner's association. 9. Provided the thresholds of Table 2.1 of the DDECM are not exceeded by any modification of this proposal or resulting road construction and site work then, as a minimum, an Abbreviated Drainage Plan shall be required. The Abbreviated Plan consists of all elements found in Section 3.4 of the DDECM and the following: a. An evaluation of the need for french drains (drywells) or other onsite facilities for disposal of runoff from roofs and other impervious surfaces. Size of facilities shall be determined through application of requirements specified in Section 8.5.13 of the DDECM. b. Routing for storm drainage as necessary and appropriate for the size of project. c. Erosion control devices (e.g., construction entrances, filter fabric fences, stockpile protection, buffers for Critical Areas, and other measures as appropriate to meet the intent of the DDECM). d. Easements and setbacks as required to ensure maintenance access, buffers, proper drainage, or other functions cited in the DDECM. e. Lines shall be drawn with a straight edge and features shall be to scale. Drawing shall be sufficiently clear to see the footprint of structures and other features described above. The site plan will be reviewed to determine if any storm water or erosion control mitigation is necessary. The completed Abbreviated Drainage and Erosion Conhol Plan shall be submitted, with the appropriate drainage fee, and reviewed prior to the scheduling of the Pre-Construction Conference. f. The plot plan and the Administrator or designee's conditions will comprise the Abbreviated Plan. The plan shall be kept on the project site during construction and made available to the jurisdiction's inspectors on demand. 10. All natural and man-made drainage paths contained in the proposed development require easements as set forth in Section 2.14 of the DDECM. TRAFFIC CONTROL DEVICES 11. All traffic control devices shall be designed, located, manufactured, and installed in accordance with the TCRS, Manual of Uniform Traffic Conhol Devices and applicable WSDOT Standards & Specifications. Currently the signage for EL Camino Ln does not meet Thurston County Road Standards and need to be upgraded to meet these standards. Please contact Development Review Staff to obtain the most current Thurston County guidelines 12. County forces may remove any traffic control device constructed within the County righr oÊway not approved by this division and any liability incurred by the County due to non- conformance by the applicant shall be transferred to the applicant. 13. As required under Section 8.10 of the TCRS, public and private roads providing access to 5 or more lots must display a street name sign to assist emergency vehicles. Road naming shall comply with Chapter 13.44 of the Thurston County Code. The following process outlines the street name approval process: a. Construction plans shall have a sheet(s) designated as a signing plan showing all traffic control signs. Construction plans shall include as a minimum a sheet showing all traffic signs and pavement markings with stationing and ofßets. b. The Developer shall install all street and haffic control devices required for the project. c. Please contact the Thurston County Traffic Engineer at 786-5495 for questions for specific questions regarding placement and specifications. d. PRIOR TO INSTALLATION, a pre-construction conference is required with the Development Review Division and Traffic Engineering Division. Call 786-5214 or contact the project's inspector to setup this meeting. e. Prior to the final inspection by this office, the approved street names and other traffic control devices need to be placed where required and shall appear on the record drawings certified by the design engineer. SEPA CHECKLIST/ ENVIRONMENTAL COMMENTS 14. Erosion shall be controlled throughout the construction of the proposal per Chapter 9 of the DDECM. 15. Should soil migration occur, approved methods of erosion control shall be implemented. These methods may include, but are not limited to, covering of exposed soils with plastic, appllng a thick covering of straw or hay, seeding the site, hydro seeding, installing silt fence and/or hay bales. GRADING 16. A grading permit in accordance with the International Building Code and Chapter 14.37 of the Thurston County Code is required for this project and will be incorporated into the plan review. 17. Cut and fill earthwork quantities shall be provided on the site plan submittal. 18. A stabilized construction entrance shall be installed prior to vehicles leaving the site. The required length shall be determined by the County inspector. UTILITIES 19. If water or other utilities are required to be constructed in the County right-of-way, the applicant shall secure the necessary permits, prior to construction, from John Larose at the Thurston County Development Review Section. SURVEY INFORMATION ANd REQUIREMENTS The following statements shall be required on the final plat map: 2I. "ATTENTION": Thurston County has no responsibility to build, improve, maintain or otherwise service the private road or driveway within or providing access to property described in this plat. The building, maintenance, repair, improvement, operation or servicing of the stormwater facilities outside the county rights of way are the responsibility of the property owner(s). 22. Increased storm water runoff from the road(s), building, driveway and parking areas shall be retained on site and shall not be directed to roadway ditches adjacent to 93'd Avenue SE. 23. If seasonal drainage crosses subject property, no filling or disruption of the natural flow shall be permitted. The following information shall be shown on the final plat map: 24. Permanent survey control need to be placed to establish all public street centerlines, intersections, angle points, curves, subdivision boundaries and other points of control. 25. Storage requirements for runoff from buildings and parking surfaces shall be shown on individual building lots, including drywell sizing or storm drain connection points. GENERAL REO.UIREMENTS PRIOR TO A¡TY ACTIVITY ON-SITE A PRE-CONSTRUCTION CONFERBNCE IS REQUIRED. 26. Required plan submittal information is presented in Chapter 3.00 of the TCRS. 28. The 1999 Thurston County Road Standards and Drainaee Desieri & Erosion Control Manual are provided as minimum standards; altematives, which provide superior designs, are acceptable. 29. After preliminary approval and all final drainage and site plans have been submitted and accepted by Roads and Transportation Services, a pre-construction conference shall be scheduled prior to any roadway construction or improvements. The conference shall be scheduled with Thurston County Development Review at 786-5214, and be attended by the Developer and his or her contractgr(s). 30. When the requirements have been completed, contact the Development Review Section at786-521,4 for a final inspection. 31. The final plat map shall be submitted to the Development Services Department prior to receiving final approval. PROCESS FEES 32. Review and inspection fees will be assessed prior to preliminary approval, construction and final approval. This application is proposing to subdivide 20 acres of property into 4 single family residential lots of 5 acres or more each. The site plan indicated there is an existing well on proposed Lot 4 and existing homes on Lots 1 and 3, and a temporary residence on Lot 4. The application and narrative have omitted the water supply for each lot. Clarification is needed. We have completed our initial review of this application however the following additional information must be provided before we can continue our review: 1. This department must confirm there is evidence of suitable soils and cite conditions for on- site sewage disposal systems, therefore a minimum of two test pits must be excavated on proposed Lots 1 & 4 and their locations must be shown on the project site plan. ln addition, at least one test pit is required on Lots 2 and 3 to demonstrate that sufficient reserve area is available for a replacement draínfield to serve the existing residences. The pits must be constructed in such a way as to allow for easy and safe access, be clearly flagged or labeled for location purposes, and should be excavated to a depth of 6 feet or until evidence of a restrictive layer is encountered (ie: evidence of a seasonal high water table, hard pan or glacial till, or other restrictive soíl conditions). The applicant or their representative can obtain standards for test pit excavation and construction by requesting a copy of Section 11.3.2.4 of Article lV of the Thurston County Sanitary Code at the Thurston County Permit Assistance Center (360) 786-5490. We will assume the test pits are completed and ready for inspection when we have received a scaled site plan showing the pit locations on the property. 2. No records were found for the existing septic systems serving the residences on the property. A revised site plan must show the location of each existing on-site sewage system.
