These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community
Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission.

Project Proposal: Numerous “businesses” in one commercial building
Project Location: 201 Yelm Avenue East

The property is zoned Central Business District (CBD) which is codified at Chapter 17.24 YMC. The purpose of the CBD zone is to promote the special characteristics of the existing downtown
Yelm area, to provide a pedestrian shopping atmosphere and to promote the rehabilitation of existing structures and the most desirable uses of land.
The building in which the proposed business was located was formerly a Senior Citizens Center and the site was recently updated to allow for a Karate studio on the second floor. Improvements
to support this use included paving some parking.
Your proposed use of the first floor of the building proposal includes a number of uses, including: Café, dance classes, performance stage for live music and theater performances, art
exhibits, holistic healing, sauna, “local practitioners” to include massage, hypnotherapy and acupuncture as well as expanding outside the building to include gazebo and outdoor patio,
and a monthly bazaar.
These notes reflect what is required to accomplish each of the stated uses.
Café
A café is an allowed use in the CBD zone, and requires a business license from the City of Yelm, approval of the kitchen facilities by the Thurston County Health Department, and, if
alcohol is to be served, a liquor license.
An approved Reduced Pressure Backflow Device will be required to be installed at the existing water meter.
A grease interceptor will be required to remove fats, oils, and greases prior to the City STEP sewer tank.
Dance Classes, Live Performances, and Art Exhibits
These uses are allowed in the CBD zone, and requires a business license from the City of Yelm. If liquor is served at the café and there is live music, a cabaret license will be required.
Holistic Healing, Massage, and Acupuncture
These uses are allowed in the CBD zone and will require a business license from the City of Yelm and any required professional licenses from the State of Washington. If, as noted in
the newspaper article about your proposed business, these uses are to be operated by third parties, this would constitute an expansion of the use of the site and a site plan review
permit would be required and other items will be reviewed, including:
Water use would be reviewed to determine if additional water connections are required. An approved Reduced Pressure Backflow Device will be required to be installed.
The sewer STEP tank size must be review ensure it is sized adequately for the highest demand from the building.
Transportation impacts will be reviewed to ensure adequate parking is provided and to address any impacts from new trips generated by the site.
The site plan review process takes between 12 and 14 weeks.
Gazebo, Garden and Outdoor Seating Area
Expanding the use to the outdoor area to include gazebo, garden and seating area is an expansion of use, and will require a site plan review permit.
Water use would be reviewed to determine if additional water connections are required. An approved Reduced Pressure Backflow Device will be required to be installed.

Site Plan Review Process
A Site Plan Review application as established by Chapter 17.84 YMC is an administrative review process. The minimum application requirements can be found at Section 17.84.060 YMC and
are listed on the application form. A notice of application is mailed to all property owners within 300 feet of the site.
The site plan review committee’s decision on a site plan review application may be appealed to the Hearing Examiner, who would hold an open record hearing on the issue. The Examiner’s
decision can be appealed to the City Council, which would hold a closed record hearing and determine if the decision was supported by substantial evidence or contrary to law.
Fees
Site Plan Review $350.00 + $50 per 1,000 sq ft per gross floor area.
Traffic Impact Fee $1,321.00 per peak PM trip
Sewer Connection Fee $6,219.00 per ERU
Sewer Inspection Fee $145.00 per ERU
Water Connection Fee $5,217.00 per ERU
