Project Proposal: Construct Homes in the Palisades West Sudivision
Project Location: Palisades West on SR 507
Background
Palisades West, being at an elevation greater than the rest of the City of Yelm served by water and sewer, was approved with specific requirements for the construction of homes within
the development.
A water booster pump is required to provide both adequate fire flow and minimum water pressures allowed by the State Health Code. A pressure reducing valve was required to ensure that
the sewer lines within the development remain charged at all times to avoid odor and unhealthy fumes.
The developer of the subdivision had plans for both the water booster pump and the pressure reducing valve prepared by the engineering firm KPFF, Inc. These designs were reviewed by
the City, by the engineering firm Parametrix, which provides technical support to the City relating to its utilities, and in the case of the water booster pump station, by the Washington
Department of Health. Plans were approved for both the booster pump and PRV, but neither was constructed.
Water
As noted on the final subdivision, a booster pump station is required to serve homes within the Palisades West subdivision.
A booster pump design was approved by the Washington Department of Health and by the City of Yelm for construction in 2008. A building permit was issued for the building
in which the pump station would be located at the same time. These approvals have expired.
Since the initial approval, the City has incorporated a SCADA system into its water system. The controllers in the initial submittal are of a different type than the controllers the
City has subsequently adopted as standard. The revised submittal will be required to utilize standard SCADA controllers as used by the City elsewhere in its water system.
Sewer
As noted on the final subdivision, a pressure reducing valve is required in order to place STEP tanks within the Palisades West subdivision.
A PRV design was approved by the City for construction in 2008. This approval has expired.
Since the initial approval, there have been no changes or additions to the City’s STEP sewer system that would indicate that the approved design would require changes. However, this
would be reviewed by the City’s consulting engineer during the plan review process.
Plan Review Process
The City will most likely use Parametrix, Inc. for peer review of the design for both the water booster pump and sewer pressure reducing valve. Costs for peer review are paid by the
City and billed to the applicant, who is responsible for all review costs. A deposit of $10,000 will be required at the time design plans are submitted for review.
The City will coordinate review of the water booster pump with the Washington Department of Health. The applicant will be responsible for all costs associated with the Department of
Health’s review.
