Box 479 Yelm, WA 98597   Pre-Application Meeting May 2, 2012 These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Lester Reichel Project Proposal: Construct 15 townhouse units Project Location: 304 Longmire Street SE, Parcel Number 21724410200 Proposal To complete a previously approved project consisting of a 15 unit multi-family residential development on an approximately 1 acre parcel. GMS Construction, Inc. applied for a binding site plan for the project, which was granted preliminary approval by the City of Yelm Hearing Examiner on December 21st, 2006. This preliminary approval remains valid and a copy of the approval, including the conditions of approval, is attached to these notes. The engineering firm KPFF submitted civil plans for the project on behalf of GMS Construction, Inc. These plans were approved by the City of Yelm on August 3, 2007, and have since expired. In order to continue the project, new civil plans would need to be submitted for approval by the City. Some construction standards have changed in the City, as follows: If the stormwater system utilizes a perforated pipe and an aqua swirl device, as proposed on the original civil plans, it must be designed to the 2005 DOE stormwater manual. No STEP Tank greater than 8,000 gallons will be allowed to be utilized on the project. A series of tanks providing treatment and holding capacity is allowable. Water spigots located within 50 feet of pump side of tanks needs to be hooked to domestic water supply, not an irrigation supply. Depth of bury on side sewers will be decided on minimum percentage of fall from beginning of the side sewer to inlet elevation (I.E.) of the STEP tank. Maximum Depth of bury for tanks is 5 feet from inlet elevation of the tank to finished grade. SDR 35 is the standard for side sewer pipe. See sewer specification addendum for pump control panel remote post changes. Fees Civil plan review is billed on a cost recovery basis with an initial deposit of $5,000 at the time of plan submission. The following fees are due at the time of building permit issuance: Traffic Impact Fee $1,321 per peak PM trip Water Meter Fee Based on meter size Sewer Connection Fee $6,394 per ERU Sewer Inspection Fee $145 per ERU Water Connection Fee $5,348 per ERU Fire Impact Fee $0.32 per square foot There is a sewer latecomers assessment of $3,793.81 and a water latecomers assessment of $5,893.00 that are due prior to building permit issuance. Building Permit Process Plan review, permitting and inspections will be based on Title 15 Yelm Municipal Code, adopting the International Codes, Uniform Plumbing Code, and the Washington State Energy Code. By resolution, the City of Yelm re-adopted the 1997 UBC, UMC and UPC Fee schedules. Townhouses 3 stores or less will be reviewed for life/safety, seismic design, assessibility, and energy code requirements based on the 2009 International Residential Code. Plans submitted previously by GMS Construction, Inc. have expired and new plans must be resubmitted for review and approval. Seperation between units may be achieved by a one hour rated sprinklered separation or a two hour rated non-sprinklered separation. Allow 3 to 4 weeks for building plan review and 2 weeks for design guideline review.
