A presubmission conference is an opportunity for applicants, developer(s) and/or
consultants to meet with city staff to discuss preliminary studies or sketches of a
proposed project. At the conference the staff will make available information relating
to the proposed development. The intent is to identify and eliminate as many
potential problems as possible in order for the project to be processed without delay.
The conference should take place prior to detailed work by an engineer or surveyor9
however a site drawing must be submitted that has sufficient information to allow for
evaluation. Discussion topics will include such things as Yelm's Comprehensive
Plan, street design, storm runoff and retention, Shoreline Master Program, zoning,
availability of sewer and water, development concepts, other requirements and
permits, and the environmental impact. Staff notes are prepared and available to
review. There is no charge for this meeting. Meetings are held each Wednesday.
This request form should be submitted by 5:00 p.m. at least one week before the
preferred meeting date.

On behalf of Mr, Randy Weber, we are requesting a pre-submission meeting to process a Site
Development Permit (SDP} to conduct gradinq activities' on the site noted above. The proposed grading .
will modify the requfated floadplain so that the floodplain porfion of the site is relocated to the west side of
he site coincidenf with Yelm Creek, and the non-floodplain area can be established at the east end of the
site that can be accessed from Rhoton Road. The proposal is to provide compensatory flood storage on
the site to ensure that the base flaod elevation is not increased. The folfowing items are enclosed for
your review:

We intend to fo!!aw the process outlined below to obtain the City of Yelm's approval as wefl as file a Letter
of Map Revision with Fill (LOMR-F) to EMA far the relocated floodplain. If necessary, as a condit[on of
or prior to Yelm's Site Development Permit (SDP) approval, we can fife a Conditional LOMR-F (CLOMR-
F)to FEMA pri r to issuance of SDP so that City of Yelm has the assurance that FEMA wili approve the
LOMR-F upon completion of Yslm's SDP-approved grading activity.
Proposed process:
1. Submit Site Devefapment Permit from the City of Yelm for grading to relocate the flaodplain
limits closer to Yelm Creek including the following materials:

2. If necessary for City review and concurrent with Step 1 above, file a CLOMR-F with FEMA.
This will require the City's signature on the MT-1 Community Acknowledgement Form.
3. Complete grading activities on site consistent with the City of Yelm's SDP Permit and
Conditions of Approval.
4. File the Final LOMR-F to FEMA to revise the flood elevations for the site.
We believe that the process as noted will enable the City to review the proposed grading as a standalone
permitted action that will not trigger a variance or special approval. Grading actions such as that
proposed are allowed per Yelm Municipal Code 14.08.120.E.6.
