Crystal Springs McCloud 06.19.13 City of Yelm Community Development Department 105 Yelm Avenue West Yelm, WA 98597   Pre-Application Meeting June 19, 2013 These comments are preliminary in nature and are not intended to represent final comments and or requirements for the City of Yelm. Until a complete application is made, the Community Development Department can only attempt to inform the applicant of general requirements as they appear in the form presented by the applicant at the time of pre-submission. Proponent: Hweqwidi McCloud Representative: Alisa Curry Project Proposal: Single Family Home on 1 or 2 lots Project Location: 1007 & 1008 Crystal Springs Rd, Yelm Parcel Number: 22719220107 and 22719220106 Property Background and Characteristics The properties are located on Crystal Springs Road. These parcels were created through a testamentary subdivision, and were exempt from state and local subdivision requirements. The subsequent development of these lots, however must meet standards for building sites and other development regulations of the local jurisdiction. There is an existing structure located on parcel 22719220106, with associated out buildings. It appears by looking at past history they may have been a living quarters or other structures on parcel 22719220106, however that is not verified. The property is zoned Medium Density Residential (R-6). Single family homes are an allowed use. If Lot 1 is incorporated as part of the residence on lot 2, the lots would be consolidated, and the two lots would become one. In the future, a land division would be required in order to sell one of the lots separate from the other. Development Standards Transportation The construction of a private street is required to create sufficient access to the parcels, and for sewer, water easements and installation. A private street requires a dedicated easement, which was created at the recording of the subdivision. A private street consists of a minimum 30-foot paved surface with sidewalk 4-feet in width. The private street must be accessible at all times for emergency and public service vehicle use. A street more than 150 feet in length requires emergency vehicle turn around, which necessitates the completion of the entire private street with cul-de-sac. The street is required to be designed by an engineer licensed in the State of Washington. Water The site is within the water system service area and must connect to City water services. There is an existing 8” water main located in Crystal Springs Rd. This project would be required to connect to this line, and extend an 6” water main within an easement to the western property line. If the line is installed underneath the roadway, service stub outs to all properties are required. The line shall terminate with either a fire hydrant or a blow off valve. Any existing wells on-site must be decommissioned, and any associated water rights dedicated to the City. Water Availability Status The City of Yelm issues water availability at the time of building permit. As of the date of this report, the City has approximately 225 water connections available for new construction. At the current rate of new construction, the existing water connections would provide for an additional 2 to 3 years worth of growth. The Washington Department of Ecology approved new water rights in the amount of 947 acre feet to the City on October 21, 2011. This is expected to accommodate 20 years worth of growth. The Ecology approval was appealed to the Pollution Control Hearings Board, and the Board held a hearing in December of 2012. The Board issued a decision affirming the issuance of the water rights to the City of Yelm. This decision has been appealed to Superior Court. Sewer The site is within the sewer system service area and must connect to City sewer services. There is an existing 2” sewer main located in Crystal Springs Road. The developer will be required to install a 2” sewer main within an approved easement to the western property line. If the line is installed underneath the roadway, service stub outs to all properties are required. Any existing on-site sewage disposal system(s) shall be abandoned per Washington State and Thurston County health regulations. Stormwater Developments with additional impervious surface are required to provide stormwater facilities pursuant to the 1992 DOE Stormwater Manual. Stormwater treatment may is required for the private street. Infiltration galleries with underground pipes are classified by the Washington Department of Ecology as an Underground Injection Control Stormwater Well which have specific requirements relating to stormwater treatment and must be designed to the 2005 Stormwater Management Manual for Western Washington. The stormwater system is required to be designed by an engineer licensed in the State of Washington. Stormwater facilities are required to be located outside of the 150 foot riparian buffer to Yelm Creek, and outside the 100 year flood plain. Fire Private fire service mains shall be installed per NFPA 24. All new or moved residential construction shall be within 600 feet of a fire hydrant. Submit fire flow calculations for each fire hydrant(s). Building Permit Process Building Plan review, permitting and inspections will be based on Title 15 Yelm Municipal Code, adopting the International Codes, Uniform Plumbing Code and Washington State Energy Code. By resolution, the City of Yelm re-adopted the 1997 UBC, UMC and UPC Fee schedules. Note, the 2012 Codes become effective July 1, 2013. Civil Plan Review Process Civil Plan review generally takes place after a land use approval. The Yelm Development Guidelines contain application requirements and standard details for all infrastructure requirements. The code provides a default table that the applicant can use to determine the number of new PM trips generated by a proposal. A single family home creates 1.01 new pm peak hour trips. The TFC for each dwelling unit will be $1,334.21 and is payable at building permit issuance.
