Thank you for the opportunity to review the above referenced permit application by Ben Baublits to convert a horse facility into a dog kennel on the property located at 16903 110th Avenue
SE, Yelm, WA.
As the property is within Yelm’s urban growth area, development should be consistent with the requirements of the Yelm Unified Development Code as well as Thurston County design standards.
The property is pre-zoned Low Density Residential upon annexation into the City of Yelm. This zoning district is a fairly restrictive residential district which would not allow a kennel
as an allowed use, a special use, or even a home occupation.
Pursuant to Thurston County County-wide Planning Policies, III.3.2(f) Developing, and ensuring the enforcement of, agreements between Thurston County and the cities and towns within
its borders, that ensure development occurring within unincorporated urban growth areas is consistent with City utility and storm water planning and conforms to the development standards
and road/street level of service standards of the associated city or town.
If the County deems that this non conforming commercial project should move forward, the following improvements should be considered:
Frontage improvements (half street improvements) to 110th Avenue should be required and would be consistent with the Neighborhood Collector standards found in the Yelm Development Guidelines.
New commercial driveway approaches, parking and access should be paved, striped and sizing consistent with the standards of the Yelm Development Guidelines.
This area is considered an extremely critical aquifer recharge area. A clean up and disposal of animal waste plan should be submitted.
Finally, the South Thurston County Coordinated Water System Plan adopted by the City of Yelm and Thurston County limits the approval of new water systems within the Yelm Water Service
Area, which includes the entire UGA, to satellite systems approved and managed by the City of Yelm. It would be appropriate to address this issue through the land use approval process.
If the County allows the existing single family well to serve the commercial venture, a well head protection plan should be considered to assure no contamination to the existing well.
