Subject: Pre-Submission Meeting Request
To Whom It May Concern:
Please find attached our request for a pre-submission meeting for the Hutch Preliminary Plat in the city of Yelm, Thurston County. The site is located on 19.65 acres (Parcels 21713430300
and 21713430200) and was previously approved as The Hutch Preliminary Plat under Case No. SUB-05-0601-YL. The Preliminary Plat has since expired. Our proposal is to move
forward with the project in its current configuration and make new application for Preliminary Plat approval.
Questions for Staff
1. Please confirm if the proposed 118-lot preliminary plat layout meets density
requirements and current regulatory requirements.
2. Please describe the process and applications required for land use approval. Are there
options for streamlining/expediting the land use approval process?
3. Please describe any changes to the civil design prepared by Skillings Connelly that
would be required to meet the City’s current stormwater manual.
4. Please describe landscape buffer requirements.
5. Please describe any critical areas at or near the site.
6. Please describe what reports (geotechnical, traffic, wetland, etc.) will be required. Can
reports previously prepared/approved for the project be incorporated into our application?
7. Are there any offsite or utility improvements anticipated? What frontage improvements will be required?
8. The HEX Decision dated October 25, 2006, details requirements for improvements to SR 510. Will improvements be a requirement of the new preliminary plat application?
If so, please describe in detail what improvements will be required.

9. The HEX Decision dated October 25, 2006, states that the project is subject to latecomers agreements for the Mountain View North subdivision and the Cherry
Meadows subdivision. Are the latecomers agreements still in effect? If so, please describe our projects’ required contributions.
10. Please provide an update on the status of water availability in the city.
