2020104086 City of Yelm CommentsSeptember 15, 2020 Delicia Durden, Administrative Assistant Resource Stewardship Department 2000 Lakeridge Drive SW Olympia, WA 98502-6045 Re: Project Number 2020104086 Special Use Permit Presubmission Dear Ms. Durden: Thank you for the opportunity to review the above referenced presubmission request application by Dan Bergman to expand equipment storage on the property on Bald Hill Road SE, Yelm, WA, tax parcels 22729310500, 22729310400, & 64303200502. As the property is within Yelm’s urban growth area, development should be consistent with the requirements of the Yelm Unified Development Code as well as Thurston County design standards. Pursuant to Thurston County County-wide Planning Policies, III.3.2(f) Developing, and ensuring the enforcement of, agreements between Thurston County and the cities and towns within its borders, that ensure development occurring within unincorporated urban growth areas is consistent with City utility and storm water planning and conforms to the development standards and road/street level of service standards of the associated city or town. The property is pre-zoned Heavy Commercial upon annexation into the City of Yelm. Retail and service uses are allowed. The Tunneling Company was considered a contracting company and permitted as an allowed use at 10812 Bald Hill Road, parcel 22729310500. The storage of their equipment onsite is considered an accessory use. Based on the application materials, the applicant does not propose to construct buildings, so now water or sewer services are anticipated. Development of parcels 22729310400, & 64303200502 to be consistent with City of Yelm standards include: Stormwater facilities should meet the most current Stormwater Management Manual for Western Washington as adopted by the Washington State Department of Ecology. Any new ingress/egress should meet the development and design standards for the City of Yelm. [Section 18.52.100 YMC, Yelm Engineering Specifications and Standard Details Chapter 2.100 – 2.160.] A dense sight barrier perimeter landscape, 15 feet in width, meeting the standards of Section 18.55.020A YMC should be provided on the north and east property lines. Perimeter landscape, 8 feet in width, meeting the standards of Section 18.55.020B should be provided along the property line adjacent to Bald Hill Road. The City of Yelm Transportation Plan recommends the future extension of the Yelm Loop, also known as Y2, to encroach the southeast corner of this site. While right-of-way dedication is not required at this time, protection of this area from infrastructure development should be a condition of approval.
