My quick thoughts are that the City of Yelm zoning maps show this
property is zoned MPC. That means all development regulations on this
property are subject to the MPC approval and vesting from 2005. In this
case the property was approved as Neighborhood Commercial in the MPC.
See attached the development guidelines for Phase 1. Page 7 details the
permitted uses in the Neighborhood Commercial zone. It reads as follows:
“Permitted Uses
Any use permitted in the Yelm General Commercial Zone
pursuant to Chapter 17.26 YMC.”
The major distinction is that no matter what or how the zoning code has
changed in the last 15 years, this property is subject to the uses
allowed in the General Commercial Zone pursuant to Chapter 17.26 YMC as
it was written in 2005. This type of long term vesting is exactly why
developers go through the lengthy process of a Master Planned Community.
The question is, in 2005 did the Yelm General Commercial Zone allow for
storage, mini-storage, or self-storage as a permitted use? If so, then
per the MPC approval it should be an allowed use.

Got your presub request. As I told Kurt last year, self-storage is not
an allowed use on your commercial site.
