Description of Pr000saL This SEPA review is to amend the Thurston County Comprehensive Plan Chapter 3 -Natural
Resource Lands and Thurston County Development Code -TCC 20.3013 and 20.54; for
Mineral Lands of Long -Term Commercial Significance and regarding mineral extraction and
accessory uses. Comprehensive Plan docket item 2-A
Amendments include updating Chapter 3 of the Comprehensive Plan arrd changes to Thurston
County Code (TCC) 20.30B; regarding the designation of mineral lands in Thurston County
and location criteria for mineral extraction. Also included in the draft ordinance are
amendments relating to the Special Use Permit process and requirements involving mineral
extraction under Thurston County Code (TCC) 20.54.070. The draft ordinance includes
changes to the process and requirements for obtaining a Special Use Permit for mineral
extraction. The amendments include, but are not limited to, where mineral extraction activities
may be permitted, exclusion of critical areas and new buffers established under TCC
20.54.070(21), restrictions on impacts to critical areas, removing asphalt production and
recycling as accessory uses to mineral extraction and other amendments related to permitting
mineral extraction as a Special Use.
Because this proposal is not associated with a specific development proposal, it is being
reviewed as a Non -project Action, in accordance with the requirements of the State
Environmental Policy Act (SEPA). All specific proposals will be required to apply for project
specific permits and meet all current regulations at the time of application.

Threshold Determination: The lead agency for this proposal has determined that it does not have a probable significant
adverse impact upon the environment. An Environmental Impact Statement is not required
under RCW 43.21 C.030(2)(C). This decision was made after review by the Lead Agency of
a completed Environmental Checklist and other information on file with the Lead Agency.

This Determination of Nonsignificance (DNS) is issued under 197-11-340(2); the lead agency will not act on this proposal for
21 -days from the date of issue. No permits maybe issued, and the applicant shall not begin work until after the comment and
any appeal periods have expired and any other necessary permits are issued. If conditions are added, deleted, or modified
during the 14 -day review period, a modified DNS will be issued. Otherwise, this DNS will become final after the expiration of
the comment deadline and appeal period, if applicable.
APPEALS: Threshold determinations may be appealed pursuant to TCC 17.09.160 if: (1) a written notice of appeal, meeting
the requirements of TCC 17.09.160(D), and the appropriate appeal fee is received by the Thurston County Resource
Stewardship Department within fourteen calendar days of the date of issuance of the threshold determination or, if there is a
comment period under WAC 197-11-340, within seven calendar days of the last day of the comment period; and (2) the person
filing the appeal meets the requirements of TCC 17.09.160(B).
NOTE: The issuance of this Determination of Nonsignificance does not constitute project approval. The applicant must comply
with all applicable requirements of Thurston County Departments and/or the Hearing Examiner prior to receiving permits.
