Tharp 080703August 7, 2003 Fred Tharp PO Box 503 Yelm, Washington 98597 RE: Storm Drainage at 208 Railroad Avenue Building Permit No. 6971 Dear Mr. Tharp: At the request of the City of Yelm, you submitted a storm drainage schematic plan showing what was installed at the above referenced location without civil plan review and approval. The plan showed a 3,024 square foot building, 7,500 square feet of gravel surface and 3 catchbasins with 8” perforated pipe. After reviewing the plan and referring to the current stormwater manual, I have determined this plan does not meet the requirements of the stormwater manual. Section 1.2.4.1 of the 1992 DOE Stormwater Management Manual second paragraph states, “All new development that includes the creation of addition of 5,000 square feet, or greater, of new impervious surface area, and land disturbing activity of less than one acre, shall comply with Minimum Requirements #2 through #11 in Section 1.2.6 through 1.2.15 and the Small Parcel Requirement found in Section 1.2.2. Prior to Certificate of Occupancy, these Minimum Requirements will need to be met or the impervious surface must be reduced to less then 5,000 square feet. If this option is pursued, the stormwater may not be discharged directly to groundwater without treatment per the manual. Please submit a stormwater plan and report showing how these requirements have been addressed.
