Subject: Response to 1 st Civil Engineering Review Comments, Cruz Auto Dealership, Application
#2021.0482.010018, City of Yelm Project No. MU 2020.0010
Dear Mr. McCoy.
The following are responses to your comments October 6, 2021. Your comments are shown italicized; our
responses are provided below each comment.
Storm Report:
1. Prior to final construction approval, provide the City with an updated Construction SWPPP with
the CESCL and on-site contact information.
An updated Construction SWPPP with the CESCL and on-site contact information will be provided
at the pre -construction meeting by the site contractor and/or owner's representative. Given the
porosity of the on-site native soils no off-site discharge is anticipated but there will be a SWPPP
and site CESCL as necessary to assist with erosion control as necessary.
Plannina (Land Use):
2. Provide label and sign that the access proposed at the current driveway entrance serving the
residence shall operate as a restricted right in/right out until the time the SR 510 Yelm Loop
roundabout is complete.
A construction note has been added to the civil plans to install proper signage at the proposed access
which shall remain until such time that the Yelm Loop is complete.
3. Include pedestrian path from office building to commercial building.
The pedestrian path has been extended on the civil plans to the commercial building exterior.
4. Show cluster mailboxes or state that mail will not be received on the property. Refer to the attached
USPS Planning Standards and include any appropriate USPS details and notes.

The property owner currently receives mail via USPS post office box. No USPS mail will be
received on the property.
5. Show refuse enclosure and landscaping pursuant to Section 18.59.040 YMC.
The refuse enclosure was relocated near the southeast corner of the commercial building per
previous City comment. Details for the refuse enclosure will be provided as part of the building
plans.
6. 3 regular ADA stalls and I van accessible stall are required. Locate at least one ADA stall at each
building.
The required minimum of ADA stalls is shown on the revised civil plans with at least 1 ADA stall
at each building.
7. Legend includes proposed chain link fencing but the proposed location of this is not clear to
Planning.
As the Legend on the civil plans indicates, chain link fencing is proposed parallel with the west,
south and east property lines, on the inside edge of the perimeter bioretention swales and
landscaping. Chain link fencing is also proposed around the proposed storm pond.
Sanitary Sewer & Water Plan:
8. Revise to extend the 4" Sewer main and 8" water from a point further west so it can be extended
at the time that the future road is constructed. Yelm Water Department has provided redline
conceptual sketch of what they would like to see.
The 4" sewer and 8" water mains have been revised per the sketch from Yelm Water Department.
9. Water meter and sewer service box should be between the east edge of the proposed right-of-way
and the edge of Display Area Asphalt. See Water Department sketch.
The water meter and sewer box have been relocated per the Yelm Water Department sketch.
10. Water main would need to be extended through the Display Area to provide Fire Flow but only a
water and sewer service line would be required to the building and STEP tank.
The 8" water main has been extended to the proposed fire hydrant. Separate water and sewer
service lines have been extended from the relocated water meter and sewer box to the commercial
building and STEP tank, respectively.
Frontage Improvements:
11. Deferral agreements for frontage improvements on SR 507 and pedestrian access at the time the
roundabout is constructed shall be signed and recorded as part of project closeout.
The deferral agreements were received and forwarded to the property owner for execution.
12. These agreements have been included as an attachment, owner of the property (One]I Holdings
LLC) must sign and notarize the agreements and return to Yelm City Hall. Notarization is offered
at City Hall for no cost when required for a project.

Landscape / Irrieation Plans:
13. Include label showing material ofpedestrian path
The cement concrete walk is described and labeled on the civil plans.
14. 2 parking planter areas do not have trees each parking planter needs at least I tree.
The landscape plans have been updated to include at least 1 tree in each parking planter.
M isc. Information:
15. Provide a blank box for an approval block on the civil engineeringplans on all sheets. Civil Review
Engineer will affix a digital approval stamp here. :1larkups contain a red box for suggested
placement. (typical all sheets)
An approval block has been added to all sheets.
16. Latecomer's fee of $46,942.69 is due.
The invoice was received and forwarded to the property owner for payment.
