This letter is in response to the comments provided on 6/13/2022, concerning the El Rey
Burro project and site plan approval. Your comments have been included with this letter
and Fuller Designs’ response are italicized below each comment:
C OMMENT R ESPONSE
Conclusions of Law
A. Section 18.13.020 (B) YMC allows the Site Plan Review Committee to approve a
proposal when the preliminary site plan conforms to the standards, provisions and policies
of the city as expressed in its various adopted plans and ordinances.
B. El Rey Burro has established that the request for site plan review approval can satisfy
all criteria set forth in Section 18.13.020(C) YMC, meet all requirements of the C-1
Commercial Zoning classification, and meet all other requirements of the Yelm
Municipal Code. Therefore, the preliminary site plan should be approved subject to the
following conditions:
1. An RPBA is required on the commercial water meter.
The proposed water meter has been noted to include a DCVA (double check valve
assembly). While planning requested a RPBA (reduced pressure backflow assembly), civil
review instead requested a DCVA. Both will provide appropriate backflow prevention. The
DCVA will be in the planter just outside the parking area on the property and protect both
the irrigation and potable water systems.
2. Proof of compliance with the City’s Fats, Oils, or Greases (FOG) regulations is
required.
Exact internal building sewer arrangement is not known at this point. An existing grease
trap and STEP system is existing onsite. Initial inspections indicate that these systems
meet current regulations and are in good working order. This submission is for civil
approval only, compliance with City’s FOG regulations will be coordinated during the
building permit process. Notes to contractor indicate further inspection may be required.
3. Civil plan submission shall include estimated water calculations to determine if
additional water connections are needed to serve project.

Estimated water calculation has been included with this letter (see attachment).
Calculations find proposed connection is adequate.
4. Frontage improvements are required along Longmire St. NW.
Frontage improvements have been provided Longmire Street. See sheet C3.2.
5. A paved pedestrian walkway is required from the public sidewalk to the building
entrance using a different material than the parking lot.
A concrete walkway has been included from the Yelm Highway public sidewalk to the
building entrance.
6. Building permit submittal shall show compliance with Section 18.36.040(J) YMC
regarding pedestrian amenities near the sidewalk.
This submission is for civil approval only, compliance with YMC 18.36.040(J) regarding
pedestrian amenities near the sidewalk will be coordinated with the building permit.
7. At least one accessible parking space must be van accessible. The van accessible
parking stall(s) shall have an additional sign that identifies the parking space(s) as
“van accessible”.
The proposed ADA stall has been upgraded to follow van accessible ADA stalls including
sign R7-8P noting the stall as van accessible, see sheet C2.1.
8. Perimeter landscaping is required on the Northwest and Northeast sides. Civil
plans shall include a landscape plan with perimeter landscaping pursuant to
Section 18.55.020(B) YMC.
Landscape plans in compliance with section 18.55.020(B) YMC have been included.
9. At least one or more of the criteria under Chapter 18.59.060 YMC (relating
development to street fronts) is required. Civil plans shall show compliance with
this.
A decorative screen wall has been provided at the corner meeting Criteria B in YMC
Chapter 18.59.060, has been included in the plan set, see sheet C2.1. Exact decorative
wall specifications will be picked by project owner during construction.
10. The street edge must be defined with building landscaping pursuant to Chapter
18.59.020 YMC.
Landscaping and direct access from Yelm Highway sidewalk to the building has been
provided in compliance with YMC 18.59.020. See sheet C2.1 and landscaping plans.
11. Trash enclosure must be at least 8’x20’ or 8’x24’ if there is grease storage.
The trash enclosure has been upgraded to 8’x20’. Wall enclosure cross section will be
provided by architect during the building permit process.

12. A lighting plan is required at civil submission.
Onsite lighting is intended to be in the form of wall pack lighting and no civil lighting is
proposed. Since lighting is attached to building, we request the plan be deferred until the
building permit stage. Owner has been informed that lighting must follow YMC 18.59.050.
13. Architectural elements of a building and landscaping must be used to define the
sites entrance pursuant to Chapter 18.60.050 YMC. Proof of compliance is due at
the time of building permit submittal.
This submission is for civil approval only, compliance with YMC 18.60.050 will be
coordinated during the building permit stage.
14. A pedestrian oriented space between the building and street frontage is required
pursuant to Chapter 18.60.060 YMC.
A pedestrian path which promotes visual and pedestrian assess into the site has been
provided. See sheet C2.1. Other items listed in YMC 18.60.060 will be provided in the
building permit stage.
15. This building shall be enhanced with at least one element of Section 18.61.040 YMC
proof of compliance is due at building permit submittal.
This submission is for civil approval only, compliance with YMC 18.61.040 will be
coordinated with the building permit.
16. The building must adhere to the allowed materials and colors proof of compliance is
due at building permit submittal.
This submission is for civil approval only, compliance with allowed materials and color
proof will be coordinated with the building permit.
Furthermore, minor details have been updated as part of the civil review. The Drainage
and Erosion Control Report has been updated since the previous submission to include a
maintenance table for catch basins. Thank you for taking the time to review the El Rey

Using a conservative peaking factor of 10, it was determined that the existing lateral must
be able to handle a peak flow rate of 1.52gpm.
City details indicate 5/8” pipe is the smallest pipe in the water meter lateral. While pipe
before and after the meter are intended to be larger, a 5/8” pipe was assumed. It was found
that a 5/8” pipe with a flow of 1.52gpm will produce a velocity of 1.461ft/s. The proposed
lateral length is approximately 60’ long and would produce an acceptable pipe friction
loss of 0.575psi.
