YELM CITY COUNCIL MEETING
MINUTES
REGULAR MEETING
WEDNESDAY, JANUARY 14, 2004
1. Call to Order. Mayor Rivas called the meeting to order at 7:30 p.m.
Mayor Rivas administered the Oath of Office to new Councilmember Joe
Baker and welcomed him to council.
2. Roll Call. Present: Don Miller, Joe Baker, Bob Isom, Ron Harding and
Pat Fetterly
3. Agenda Approval

APPROVING THE AGENDA AS PRESENTED. CARRIED.
4. Special Presentations – None
5. Public Comment - Mayor Rivas called for public comment.
Gaye Newby provided handouts to Council concerning time spent
observing and analyzing traffic problems. She believes that some relief
might be found by improving the timing of the traffic light at Yelm
st
Avenue and 1 Street and also by restricting Yelm Avenue parking
during peak traffic periods. There was some discussion concerning
WSDOT authority and response. Mayor Rivas thanked Ms. Newby for
providing information to Council. The information will be provided to
staff.

8. New Business
a. Thurston Regional Justice Center Inter-Governmental Agreement –
Shelly Badger reported that the final proposal for the new Regional
Justice Center will place an $88 million dollar bond before voters on May
18, 2004. Requested bond funding will allow construction of a 640-bed
jail and four non-jury courtrooms at Mottman Industrial Park in
Tumwater, remodeling seven courtrooms in Olympia, and (county) jail
renovation for prisoner holding, warehouse needs and reserve jail
capacity.
The provided interlocal agreement addresses shared governance,
population management, operating and capital costs, and option
programs and guarantees access and use. The agreement must be
adopted by all Thurston County jurisdictions. Minor amendments by
individual jurisdictions will be permitted.
Council discussion concerned: adding a citizen representative to the
Oversight Committee, it was determined by staff that initially
representation should be kept at the jurisdictional level; Board
representation and voting, each jurisdiction has a law enforcement
representative with an equal vote; and bed allotments.

AGREEMENT FOR THE THURSTON REGIONAL JUSTICE
CENTER. CARRIED.

10. Mayor and Council Reports/Initiatives and Board/Commission Business
Councilmember Fetterly provided a Nisqually River Council report.
Mayor Rivas provided a copy of a letter of support requested by NRC.
The letter doesn’t obligate the City.
Shelly Badger provided a remodel progress report.
a. A 2004 meeting schedule was provided and will be updated and
redistributed as changes occur.
b. A 2004 Council Assignment listing was provided. It will be updated for
the next meeting.
c. Mayor Pro-Tem Election

12. Correspondence
Correspondence reviewed included: a request to sell Girl Scout Cookies,
a letter supporting a speed limit reduction from Rep. Tom Campbell, an
updated Travel Expense Reimbursement form, a comparison of the 2004
tax collection using current formulas and the proposed I860 formula.
