Subject: Deutscher Commercial– Yelm Traffic Assessment
The intent of this assessment serves to provide a trip generation analysis for the proposed
construction of three commercial buildings totaling 30,000 square feet in the city of Yelm.
The subject site is located on a cumulative 4.95-acres within parcel #’s: 2172413 -1001; -
0800; -1201. A description of the project summary is provided below.
Proposed Project
Deutscher Commercial is a proposed development comprised of two commercial retail
buildings (each 7,500 square feet) and a 15,000 square foot building anticipated to be
used for medical office purposes. An existing daycare facility is located in the southeast
portion of the subject site, which is to remain. The subject site is bordered to the northwest
by Tahoma Boulevard SE and to the south by Berry Valley Drive SE. Access to the subject
site is proposed via an existing roadway connecting to both Tahoma Boulevard SE and
Berry Valley Drive SE. One new driveway to Tahoma Boulevard SE is proposed on the
northeast corner. A conceptual site plan illustrating the project configuration and accesses
is shown in Figure 2.

Trip Generation
Trip generation is defined by the number of vehicular movements that enter or exit a
site during a particular timeframe such as a specific peak hour or an entire day. Trip
generation estimates are based on data from the ITE Trip Generation Manual, 10th
Edition. There are no defined tenants at this time, so the following Land Use Codes (LUC)
were applied: LUC 720 – Medical/Dental Office for the proposed 15,000 square foot
building and LUC 820 – Shopping Center for the two 7,500 square foot buildings. Attached
to this document are excerpts from the ITE manual. Table 1 below summarizes the
estimated trip volumes using average rates.

The proposed Deutscher Commercial is estimated to generate a site total of 1,088 average
weekday daily driveway trips with 56 (42 inbound / 14 outbound) AM and 109 (42 inbound /
67 outbound) PM peak hour driveway trips. It should be noted that a portion of project-
generated traffic is anticipated to be in the form of pass-by. Pass-by trips are defined as
vehicles already captured on the adjacent roadway and are subsequently attracted to the
site for a convenience-based stop. These trips are not considered as new trips but will
impact the site’s access points.
Figure 3 on the following page illustrates the project’s primary trip distribution and
assignment while Figure 4 illustrates pass-by trips. The main arterial route to and from the
subject site is by way of Tahoma Boulevard SE, subsequently providing connection to SR
510. Moreover, backdoor access via Berry Valley Road SE would provide access to the
subject site, which is depicted in the primary trip distribution in Figure 3.

Transit Service
A review of the Intercity Transit regional system map indicates the nearest transit route in
the area is served via Route 94. Service is provided from the Olympia Transit Center to the
Yelm Walmart from the hours of 6:40 AM to 9:45 PM. The nearest stop with respect to the
subject site is located at the intersection of Tahoma Boulevard SE/Killion Street SE & SR-
510 (~0.1 miles northeast). Weekday and weekend service is provided from 6:40 AM –
9:45 PM with approximately 60-minute headways. Refer to the Intercity Transit route
schedule for more detailed information.
Proposed Access
Access to the site is proposed via three driveways. Two driveways extend southeast from
Tahoma Boulevard SE and one driveway extends north from Berry Valley Rd SE. All
driveways are shown to provide sufficient sight distance, meeting AASHTO standards.
Conclusion
Deutscher Commercial proposes for the construction of 15,000 square feet of commercial
retail and 15,000 square feet of assumed medical/dental space located in the city of Yelm.
The subject site, abutted by the intersection of Tahoma Boulevard SE & Berry Valley Drive
SE, has a site address of 15152 Berry Valley Drive SE. Based on ITE data, and after
accounting for pass-by trips associated with the retail, the project is estimated to generate
896 average weekday daily trips with 51 trips occurring in the AM peak hour and 90 trips
(33 in / 57 out) in the PM peak hour.
The project would be subject to City of Yelm Transportation Facilities Charges, which are
assessed at a cost of $1,497.00 per new PM peak hour trip. An estimated fee is therefore
as follows:
90 PM peak hour primary trips x $1,497.00/trip = $134,730.00.
However, exact fees and calculations should be based on the actual tenant occupancies
and would be determined at the time of building permit issuance.
