Blue Fern Railway Road (Yelm) - Traffic Scoping Memo TENW Transportation Engineering NorthWest Transportation Planning | Design | Traffic Impact & Operations 11400 SE 8th Street, Suite 200, Bellevue, WA 98004 | Office (425) 889-6747 MEMORANDUM DATE:January 9, 2023 TO:City of Yelm, WA FROM:Mike Crimmins TENW SUBJECT:Traffic Scoping Memo Blue Fern Railway Road – Yelm, WA TENW Project No. 2022-404 This memorandum is intended to provide the preliminary traffic information for the proposed Blue Fern Railway Road project for the purpose of establishing a scope of work for the traffic impact analysis (TIA). This memo includes a project description, trip generation estimate, and peak hour trip distribution and assignment. Project Description The proposed Blue Fern Railway Road project site is located at 16330 SE Railway Road in Yelm, WA, as shown in Attachment A Vicinity Map. The proposed project includes the development of up to 90 single- family detached homes. The existing site is currently occupied by two (2) single-family detached homes, which will be removed as part of the proposed project. Vehicular access to and from the site is proposed via two (2) full access intersections on Railway Road SE. A preliminary site plan is shown in Attachment B. Project buildout and occupancy are expected by 2025. Project Trip Generation The trip generation estimates for the proposed Blue Fern Railway Road project were based on methodology documented in the Institute of Transportation Engineers (ITE) Trip Generation Manual, 11th Edition, for land use codes (LUC) 210 (Single-Family Detached Housing). The net new trip generation estimates for the proposed project were determined by estimating the total trips from the proposed uses and then subtracting trips associated with the existing use to be removed. Table 1 summarizes the resulting net new weekday daily, AM peak hour, and PM peak hour project trips. Detailed trip generation calculations are provided in Attachment C. Table 1 Trip Generation Summary Net New Trips Generated Time Period In Out Total Weekday Daily 444 444 888 Weekday AM Peak Hour 17 49 66 Weekday PM Peak Hour 55 32 87 Traffic Scoping Memorandum Blue Fern Railway Road (Yelm, WA) TENW January 9, 2023 Page 2 Project Trip Distribution and Assignment The distribution of project-generated trips during the weekday PM peak hour was estimated based on traffic model distribution (TAZ 1016) as provided by the Thurston Regional Planning Council (TRPC). The TRPC model distribution is included in Attachment D. The model distribution was used to derive project trip distribution percentages and subsequently assign the net 55 inbound and 32 outbound weekday PM peak hour trips from the Blue Fern Railway Road project to the adjacent street network. The project trip distribution and assignment of weekday PM peak hour project- generated traffic to the adjacent street system is shown in Attachment E. It should be noted that Phase 2 of WSDOT’s planned SR 510 – Yelm Loop extension project is currently planned to be completed in 2026. This project would provide a new arterial route that bypasses downtown Yelm, reducing the amount of through traffic passing through the area. The proposed Blue Fern Railway Road project’s proximity to the future Phase 2 of the SR 510 – Yelm Loop alignment means that the distribution of vehicle trips will be significantly impacted by the planned roadway’s completion. Therefore, to better evaluate future “With Project” conditions that also reflect the major changes caused by Phase 2 of the SR 510 – Yelm Loop extension, 2026 Horizon Year conditions will be analyzed in the TIA. Next Steps Based on the anticipated trip generation and trip distribution patterns described above, we are requesting confirmation of the study intersections and buildout/horizon year to be included in the traffic analysis for the proposed project. We are also requesting a list of “pipeline” projects that we will need to account for in the traffic study, as well as a background growth rate to be used to estimate future peak hour traffic volumes.
