02 28 2023 Regular Meeting Minutes4" FST. 19 2 4 WASHINGTON CITY COUNCIL MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, FEBRUARY 28, 2023 Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM. Roll Call: James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian Hess, Ashley Brooks, and Mayor Joe DePinto. Absent—Terry Kaminski Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, HR Director Karen Bennett, Police Chief Rob Carlson, Administrative Assistant Beth Larson, Line Roy Communication and Recreation Coordinator and Public Services Director Cody Colt APPROVAL OF THE Motion by Brian Hess to approve the agenda as presented AGENDA Seconded by Holly Smith Motion carried 6-0 SPECIAL PRESENTATIONS: Line Roy, Communication and Recreation Coordinator updated Council on the activities that have been held, new programs that are starting and programs that are being planned. PUBLIC COMMENT: None CONSENT AGENDA: a) February 14, 2023 Minutes Motion by Brian Hess to approve the consent agenda as presented Seconded by James Blair Motion carried 6-0 NEW BUSINESS: Resolution No. 624 — Methodology for Staff Time Spent Redacting Body Camera Video Footage Motion by Holly Smith to approve Resolution No. 624 approving the methodology used to calculate the fee for staff time spent redacting body camera video recordings for certain requestors. Seconded by Brian Hess Motion carried 6-0 Resolution No. 633 — Personnel Policy Revision Motion by Brian Hess to approve Resolution No. 633 revising City of Yelm Personnel Policies. Seconded by Holly Smith Motion carried 5-1 Nisqually Construction LLC Public Works Contract Motion by Brian Hess to authorize Mayor DePinto to sign a public works contract with Nisqually Construction LLC in the not to exceed amount of $340,000 for the design and build of a new stage at Yelm City Park Seconded by Holly Smith Motion carried 4-2 Confirmation of Appointments to the City of Yelm Advisory Boards & Commissions Motion by Brian Hess to confirm Mayor DePinto's appointments to the Planning Commission, Arts Commission, Parks Advisory Committee and the Police Advisory Committee Seconded by James Blair Motion carried 5-1 OLD BUSINESS: None STANDING COUNCIL COMMITTEE REPORTS: Public Services Committee — Councilmember Hess announced that the Public Services Committee met on February 28, 2023 and discussed: • The contract to build a stage at Yelm City Park Master Plan Community, Tahoma Terra MAYOR/CITY ADMINISTRATOR/STAFF REPORTS: City Administrator Stancil Updates — • Yelm Received the 2023 AWC Well City Award resulting in a 2% discount in medical premiums for 2024 • LTAC and Beautification Grant applications are due this week Streetlights for the Central Business District have been purchased and they will be delivered in April ® Status of Police Department hiring process Mayor DePinto — e City of Yelm is a member of the Thurston Economic Development Council (EDC) Page 2 of 3 February 28, 2022 City of Yelm Regular Council Meeting. COUNCILMEMBER REPORTS: Councilmember Richardson — • Will attend the Solid Waste Advisory Committee (SWAC) tomorrow • Attended the Chamber of Commerce Drive 507 event Councilmember Crossman — • Stated that in regards to his votes, he is not against the items but its principle • Attended the Public Services Committee meeting Councilmember Smith — • Spoke with a citizen who has items needed if anyone is interested in opening a roller skating rink Councilmember Hess - • Attended the Intercity Transit Authority meeting • Amendments to the Regional Housing Council interlocal agreement will be discussed at the next Study Session Councilmember Brooks — • The emergency warming center has been open at the Community Center • Attended the South Thurston Economic Development Initiative (STEDI) meeting • Attended the Community Resource Fair EXECUTIVE SESSION — Executive session to discuss with legal counsel potential litigation RCW 42.30.110(1)(i) and for the consideration of site selection or acquisition of real estate RCW 42.30.110(1)(b) Mayor DePinto adjourned the meeting at 6:53 to go into executive session for 30 minutes to discuss with legal counsel potential litigation and for the consideration of site selection or acquisition of real estate and announced that they will return at 7:23. At 7:23, the City Clerk announced that the executive session would be extended for 10 minutes until 7:33. Mayor DePinto called the meeting back to order at 7:33 ADJOURNMENT: Motion by James Blair to adjourn the meeting at 7:33 PM.
