03 07 2023 Study Session Minutes7 F -ST. 1924 WASHINGTON CITY COUNCIL STUDY SESSION MEETING MINUTES VIRTUAL AND IN PERSON TUESDAY, March 7, 2023 Call to Order: Mayor Pro -Tem Holly Smith called the meeting to order at 6:00 p.m. Roll Call: James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian Hess, Terry Kaminski, Ashley Brooks and Joe DePinto. Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, Finance Director Stephanie Dice, HR Director Karen Bennett, Public Services Director Cody Colt and IT Director Jason Hardy DISCUSSION ITEMS Arts Commission Presentation, Wind Sculptures — Arts Commission member Heidi Haslinger-Cort presented Council with three options for wind sculptures and requested that Council make the decision on sculpture and location. Council held a discussion and asked about for quotes from artists within Washington State if possible. YMCA Discussion — Mayor DePinto lead a discussion on bringing a YMCA to Yelm and stated that he held a recent exploratory meeting and announced that eighteen million dollars would be needed to build a YMCA. If the project moves forward, the building would have a pool and may contain space to house the library. He explained that options to support a YMCA could include the following items: property purchased by the City and YMCA would raise funds to build the facility, a bond presented to the voters or a million dollar non- voted bond. Mayor DePinto will look into the possibility of a Parks District to help fund a YMCA and get additional information. The discussion will be placed on a future Study Session agenda for further discussion. Reader Board Discussion — Mayor DePinto asked Council if they wanted the City to proceed with purchasing a reader board. He stated that Councilmembers asked the public on Social Media about preference on having reader board. Councilmember Smith stated that responses she received were 50/50. Purchasing a reader board will be placed on a future regular meeting agenda for further discussion and action. Regional Housing Council Interlocal Agreement Amendments — City Administrator Stancil reviewed amendments to the Regional Housing Council Interlocal Agreement. The Interlocal Agreement will come before Council on March 14, 2023 for action. Homeless Taskforce — Councilmember Brooks reported that the Homeless Taskforce has met and would like to form a permanent Homeless Committee. She explained the membership, purpose and functions of the proposed committee. COUNCIL INITIATIVES James Blair— Would like to see the fee for military banners removed and would like the City to purchase them. Joshua Crossman — Asked about installing lights at Longmire Park for the sports field. He has received complaints from businesses that are across from Yelm City Park regarding the restrooms being closed during events and people wanting to use their restrooms. City of Yelm Spring Clean will be held on May 20th and announced that the street across from Mill Pond on HWY 507 needs to be cleaned up. Terry Kaminski — Received an email from a constituent regarding educating leaders about 5G in Yelm. Mayor DePinto — Reported on potholes in the streets. Public Services Director gave a report on the water main that burst near Walmart.
