CITY COUNCIL MEETING MINUTES
VIRTUAL AND IN PERSON
TUESDAY, April 11, 2023
Call to Order: Mayor Joe DePinto called the meeting to order at 6:00 PM.
Roll Call; James Blair, Joseph Richardson, Joshua Crossman, Holly Smith, Brian
Hess, Ashley Brooks, Terry Kaminski, and Mayor Joe DePinto.
Staff Present: City Administrator Todd Stancil, City Clerk Kathy Linnemeyer, and
Public Services Director Cody Colt
APPROVAL OF THE Motion by Brian Hess to approve the agenda as presented
AGENDA Seconded by Holly Smith
Motion carried 7-0
SPECIAL
PRESENTATIONS: Mayor DePinto read the Autism Awareness Month Proclamation into
the record.
PUBLIC COMMENT: LaDonna Hockaday, Tela Hogle, Bunny Boid and Denise Madden
spoke in favor of holding a drag show in the Community Center.
Harry Miller, Scott Bannister, John Reno, Chuck Rogers and Tony
Graham spoke against a drag show being held in the Community
Center.
CONSENT AGENDA: a) March 28, 2023 and April 4, 2023 Meeting Minutes
Motion by Brian Hess to approve the consent agenda as presented
Seconded by Joshua Crossman
Motion carried 7-0
NEW BUSINESS: 2023 Lodging Tax Advisory Committee Award Recommendations
Motion by Brian Hess to approve the 2023 Lodging Tax Advisory
Committee award recommendations in the amount of $24,500 as
presented during the Study Session and as provided in the packet.
Seconded by Terry Kaminski
Motion carried 5-2 with a roll call vote
2023 Yelm Beautification Grant Award Recommendations
Motion by Terry Kaminski to approve the 2023 Yelm Beautification
Grant recommendations
Seconded by Ashely Brooks
Motion carried 6-1 with a roll call vote
OLD BUSINESS: None
STANDING COUNCIL COMMITTEE REPORTS:
Public Safety Committee — Chair Smith reported that the Public Safety Committee met and
discussed the new radar sign, moving ahead with a report management system, traffic stops
and the number of passport applications processed.
MAYOR/CITY ADMINISTRATOR/STAFF REPORTS:
Public Services Director Cody Colt Updates — Streetlights in the Central Business District are
being replaced with solar lights and concrete cutting on sidewalks will be taking place to
reduce trip hazards.
Mayor DePinto — Thanked the citizens for attending the meeting, the legislative session is
wrapping up and we are waiting for a decision on the funding of the Yelm Loop. He also
stated all applicants for rental of the Community Center are treated equally and as long as
local regulations and RCW's are met a group can rent the Community Center.
COUNCILMEMBER REPORTS:
Councilmember Blair — Appreciates that the event at the Community Center is a ticketed
event, stated that no one hates anyone, he doesn't feel that La Donna will bring pedophiles
into the community and stated that we must move past hate.
Councilmember Richardson — Appreciates everyone for being here and thanked the citizens
for speaking up. He also announced that the Senior Center breakfast is on Saturday.
Councilmember Crossman — Announced that the Community Center is a money pit and that
the City is not making money on it. He also encouraged people to attend the Planning
Commission meetings and keep an eye on what is coming up.
Councilmember Smith — Attended the SE Thurston Fire Authority, TCOMM, Law & Justice
and Planning Commission meetings. She also confirmed with La Donna that tickets to the
drag show must be purchased by an adult.
Councilmember Hess — Attended the Intercity Transit Authority meeting and stated that if
we are hearing morality in reference to the Community Center, who's morality are we
talking about.

Councilmember Brooks — Attended the Public Safety Committee meeting, Attended Mayor
Jasmine's Ice Cream event and invited everyone to attend the Community Conversations
tomorrow.
Councilmember Kaminski — reiterated that the drag show at the Community Center is a G-
rated show and feels that if the show was for 18 years and older that it wouldn't be as
controversial.
ADJOURNMENT: Motion by James Blair to adjourn the meeting at 7:11 PM.
